Hrapović, witness in the "Ventilators" affair trial confirms: on the piece of paper, they wrote changed device code

Hrapović says that Alagić came to him and stated that there was an error in the proposal of the decision on exemption of the law related to the procurement of ventilators and that it was a technical error

The trial of Fadil Novalić and other defendants for the purchase of 100 Chinese ventilators at a price of 10.5 million KM continued today with the interrogation of two employees of the Federal Administration of Civil Protection, Adnan Hrapović and Dalila Efendić.

Adnan Hrapović is an expert advisor for procurement in the Federal Administration of Civil Protection.

After the declaration of the state of the accident in the territory of FB&H, public procurements were carried out by applying Article 10 of the Law on Public Procurement, which exempts the law and performs urgent procurements without its implementation, the witness explained.

The procurement of 100 ventilators through the company "Silver raspberry", owned by Fikret Hodžić, went in the same way.


"It's not forbidden, but it's not transparent either"

Adnan Hrapović prepared a contract for purchase of these HCVE003 ventilators under the offer of "Silver Raspberry" for the price of 10.5 million KM, which includes VAT. He received the offer to sign a contract from his head of the sector, otherwise the assistant director of FCPA, Senita Alagić.

Hrapović also explained that he personally would never do public procurement by applying Article 10 of the Law on Public Procurement, because, as he explained, "it is not prohibited, but it is not transparent either."

He expressed his disagreement in a conversation with Chief Alagić. He also told her that he would not initial the contract because his signature was irrelevant.

Three weeks later, Hrapović said that Sanita Alagić came to him and stated that there was an error in the draft decision regarding the purchase of ventilators and that it was a technical error and that instead of HCVE003, ACM812A should be written.


15 years of career

Hrapović said:

- I think she wrote it on a piece of paper, those numbers. Alagić told me that these were the same ventilators with two markings.

When asked by state prosecutor Mirza Hukeljić whether he had made changes in his career, which has lasted 15 years, in the way it has been done now, he said no.

The prosecutor also asked him if he might have made a mistake in entering the type of ventilators, and the witness replied that he did not.

Hrapović clarified the procedure and said that the director of FCPA makes a decision on public procurement at the request of the Sector that expresses the needs.

The witness also said that apart from the demining ambulance kit, they had never procured medical equipment before. After Fahrudin Solak reminded him, Hrapović confirmed that FCPA had procured ambulances for the Ambulance in Sarajevo and two clinical centers before the state of the accident was declared. The vehicles were procured with complete medical equipment, defibrillators and ventilators.

Dalila Efendić was a member of the dismissed convocation of the Federal Crisis Staff and said that, after the accident was declared, sessions were held every day and certain orders were issued.

She was a member until March 25, 2020, when she was told in the hallway that she was no longer a member.

Efendić confirmed that there were many offers for the procurement of medical devices and equipment, but that she forwarded it to the Public Procurement Sector.
