The signatories of the Declaration on Constitutional and Other Reforms in Bosnia and Herzegovina on the path to the EU and NATO, as the most significant and numerous social movements in BiH, which include more than 45 civil society organizations, representatives of the academic community and political organizations, held an extraordinary meeting today at which several positions and principles were agreed upon regarding the announced decision-making by the OHR on changes to the FBiH Constitution and the BiH Election Law.

The Council for the Implementation of the Declaration welcomed the views of the OHR, which would improve the integrity of the electoral process in BiH and prevent the blocking of the work of the institutions of the Federation of Bosnia and Herzegovina.

The signatories of the Declaration consider that the adoption of decisions by the OHR regarding changes to the Election Law of BiH after the elections have already been announced is contrary to European democratic practice and tradition.

Constitutional and electoral reforms in BiH should be in focus after the general elections, not only for the territory of the FBIH but on the entire territory of Bosnia and Herzegovina.

In its decision-making, the signatories said, the OHR must be guided by the most important international documents on human rights and freedoms. Everything that is contrary to that goes beyond the mandate of the OHR and cannot be accepted in the vulnerable Bosnian society.

"In case of obstruction of the deadlines prescribed for the election of delegates to the House of Peoples of the FBiH Parliament as well as executive and judicial bodies in the Federation of BiH, we encourage the OHR to apply the sanctions at its disposal," state the signatories of the Declaration.

They consider the actions of the political leadership of the Republic of Croatia, a member of the EU, towards the state of Bosnia and Herzegovina to be absolutely inadmissible - it is completely contrary to the fundamental principles on which the European Union rests.

"If the OHR makes decisions that contradict the principles from Item 3, the signatories of the Declaration will use all available democratic mechanisms, including calling the population to mass public protests to oppose it," stressed the signatories of the Declaration.
