The Bled Strategic Forum started this morning in Bled, with the participation of the Chairman of the Presidency of Bosnia and Herzegovina, Željko Komšić, and a member of the Presidency of Bosnia and Herzegovina, Šefik Džaferović.

The forum was opened by the President of the International Olympic Committee, Thomas Bach, and then the guests were addressed by the Minister of Foreign Affairs of Slovenia Anže Logar, the President of the European Council Charles Michel and the Prime Minister of the Republic of Slovenia Janez Janša. 
The introductory part will be followed by the first panel "The Future of Europe - Stay and Survive".
Komšić and Džaferović will be participants in the second panel "Future of Europe - Enlargement" which starts at 4.30 PM.
On the sidelines of the Forum on Thursday, members of the B&amp;H Presidency will meet with President of the Republic of Slovenia Borut Pahor.

Israel on Tuesday recorded its highly daily coronavirus case tally of nearly 11,000 new infections, amid a surge caused by the highly transmissible Delta variant as schools prepare to re-open. 

The previous high came on January 18, with 10,118 cases.
Despite Tuesday's 10,947 confirmed cases, Israel is pressing ahead with plans to fully open its school system on Wednesday as it tries to boost vaccination rates. 
Prime Minister Naftali Bennett, a critic of the cycle of lockdowns implemented by his predecessor Benjamin Netanyahu, has maintained that the surge can be controlled through inoculation and protective measures such as masks. 
His government has encouraged all residents aged 12 and above to get a third get jab of the PfizerBioNTech vaccine.
About 60 percent of Israel's 9.3 million residents have received two shots of the vaccine, including 80 percent of adults. 
Israel was in December one of the first countries to launch a national vaccination campaign, which brought daily infections down to a trickle and allowed the lifting in June of nearly all pandemic restrictions. 
Several measures have since been reimposed, including in-door mask wearing, limits on gatherings and the need to present proof of vaccination for entry to certain facilities. 
Bennett has said that the rollout of the booster shot programme was showing results, notably by restricting the rise in the of hospitalisations.&nbsp;

Israel registers record daily coronavirus cases

Switzerland said Tuesday it had rejected a request from Russia to extradite a Russian businessman, who is already fighting an extradition to the United States over suspicions of large-scale insider trading.

The Swiss justice ministry confirmed Swiss media reports that it had recently rejected a Russian request to extradite Vladislav Klyushin.
In an email to AFP, a ministry spokeswoman explained that "the facts described in the request are not punishable under Swiss law," adding that it had informed Russian authorities on August 12 that "the request had been rejected".
Klyushin, who stands accused of "insider trading in the tens of millions of dollars together with several accomplices", was arrested in the Swiss canton of Wallis in March.
According to Russian opposition media, the businessman was very close to senior Kremlin official Alexey Gromov. 
He reportedly heads several companies, including the M13 group which specialises in IT solutions for media monitoring and cyber-security consulting.
The justice ministry said it had received an extradition request from Russia on April 7.
That was followed by a US request on April 19, "based on the bilateral extradition treaty between Switzerland and the United States."
Bern agreed to the US request on June 24, despite protests from Klyushin, who has appealed the decision to Switzerland's highest court.

Vietnam on Tuesday announced an amnesty for more than 3,000 prisoners ahead of the country's independence anniversary.

Prisoners jailed for corruption, drugs and other criminal offences are among those eligible for an early release, and the list includes 21 foreigners, according to deputy minister of public security Le Quoc Hung.
Hung refused to say how many political prisoners would be freed, insisting "there are no prisoners on political charges in Vietnam".
Human Rights Watch says more than 130 political prisoners are behind bars in communist Vietnam, as of May this year, and the country has a reputation for levelling harsh punishments against government critics and dissidents.
In recent years the hardline administration has tried to stamp out dissent and arrest critics, especially those posting on social media platforms.
The country bans all independent media outlets, and is ranked 175th out of 180 countries in the Reporters Without Borders 2020 press freedom index.
The president's office said this was the first amnesty in four years, and inmates will be released from Wednesday.

The British government signed a joint statement Sunday in conjunction with the international community committing itself to ensure the safe passage of Afghan nationals seeking to leave Afghanistan beyond an Aug. 31 deadline.

The statement was published by Downing Street shortly after Taliban officials in Kabul sent reassurances to the international community that those eligible Afghans seeking to leave the country after this week’s deadline will be given safe passage and allowed to leave the crisis-stricken nation.
-We are all committed to ensuring that our citizens, nationals and residents, employees, Afghans who have worked with us and those who are at risk can continue to travel freely to destinations outside Afghanistan- the statement said.
-We have received assurances from the Taliban that all foreign nationals and any Afghan citizen with travel authorization from our countries will be allowed to proceed in a safe and orderly manner to points of departure and travel outside the country- it added.
The government will continue issuing travel documents to designated Afghans and will hold the Taliban to account for their statements made and commitments promised. The government also confirmed the statements released by the Taliban.
According to reports on the ground, a number of British citizens remain waiting at Hamid Karzai International Airport in Kabul in the hope of being evacuated despite the UK’s evacuation mission -- Operation Pitting -- having come to an end on Saturday. Video footage on Twitter has shown a number of people waving UK passports and calling for help.
The government has advised those Afghans looking to flee to cross into neighboring countries, but it is unclear how such routes will be taken and if such a journey would be safe for those willing to take it.
UK Foreign Secretary Dominic Raab is to use a US-chaired meeting with high-level ministers from Turkey, Qatar, NATO and the G7 to make clear the importance of holding the Taliban to account for their statements of safe passage and the upholding of human rights in the country.
Uncertainty and insecurity are rising in Kabul following a terrorist attack Thursday that killed more than a 100 people, including three British nationals and 12 US servicemen. The attack was claimed by the Daesh/ISIS terrorist group’s Afghan affiliate ISIS-K. ​​​​​​​
The US retaliated by ordering drone strikes on Daesh/ISIS targets in Kabul which the US says were planning further attacks. US drone strikes on Sunday, however, are reported to have killed at least three children.

The foundation stone for the construction of the detention unit complex of the Sarajevo Penitentiary, financed by the European Union from the IPA funds, was laid today in Blažuj.

On the slopes of Mount Igman, in the past eight months, high-level security facilities have already been built to accommodate detainees and partly convicted persons, under the project funded by the Government of the Federation of B&amp;H.
The facilities in question are made with the most modern method and contemporary security systems will be incorporated into them. The price of the complete complex exceeds ten million euros.
The Director of the Sarajevo Penitentiary Complex, Faruk Zubčević, said that the project was of great importance to the FB&amp;H Government.
-By building the second part of the facility, this institute has solved some of the essential problems that will completely and permanently regulate the continuous overbooking of the institute and enable the expansion of the two largest court buildings in B&amp;H, namely the Municipal and Cantonal Courts, also the Cantonal Prosecutor's Office including the FB&amp;H Judicial Police buildings- explained Zupčević.
He pointed out that such significant activities, taking into account the situation of the global pandemic, could not be done without the support of the Delegation of the European Union, which is financing the complete second phase.
-This is yet another significant contribution of the European Union in its continued assistance to B&amp;H, in this specific case, it held the judiciary. The Institute managed to register 485 decares of land to the Government of the Federation of B&amp;H, which has been the basis for building these capacities- he said.

France will be providing 10 million doses of AstraZeneca and Pfizer vaccines for Africa over the next three months, President Emmanuel Macron's office announced on Monday.

The jabs "will be allocated and distributed in the framework of the (African Union's) African Vaccine Acquisition Trust (AVAT) and Covax," the partnership for equitable vaccine rollout, it said.
-The (Covid-19) pandemic can only be overcome through intense cooperation- Macron said in a statement that emphasised "our solid partnership" with the AU.
South African President Cyril Ramaphosa -- who with Macron has strongly attacked unequal access to vaccines -- hailed the announcement as a "strong and welcome gesture of human solidarity and political cooperation at a time when the world most needs it."
AVAT is a means of enabling group purchases of vaccines by AU members to help them meet at least 50 percent of their needs. Covax aims at helping countries meet the shortfall through donations.
The statement by Macron's office said that enough jabs had now been purchased through AVAT to enable vaccination of 400 million people in Africa -- a third of the continent's population -- by September 2022, at a cost of three billion dollars.
Separately, the World Health Organization (WHO) said on Monday that the Republic of Congo had received more than 300,000 vaccines doses from the United States, its first under Covax.
The donation amounts to 302,400 jabs of the single-dose Johnson &amp; Johnson vaccine, the agency's African branch said on Twitter.
Congo, also called Congo-Brazzaville to differentiate it from its much bigger neighbour the Democratic Republic of Congo, began vaccinations in April using the Chinese formula Sinopharm and Russia's Sputnik.
But uptake of these vaccines has been very low, and vaccine hesitancy or suspicion are widespread. As of mid-August, less than two percent of Congo's eligible population had been inoculated.
On August 15, President Denis Sassou Nguesso issued an appeal for the public to get vaccinated, saying collective immunity was "the only path to safety" in the fight against the pandemic.

The world has passed the grim threshold of 4.5 million Covid-19 deaths, according to an AFP tally on Monday, as the virulent Delta variant wreaks havoc globally.

Since the outbreak emerged in China in December 2019, the virus has killed a total of 4,500,620 people, the tally of official sources revealed.
Some 10,000 deaths are reported every day in the world, a much lower figure than the highs of January when an average of 14,800 people were being killed daily.
But the figure is much higher than at the start of July when some 7,800 daily deaths were registered.
With an average of 1,290 deaths per day over the past week, the United States has once again become the country with the most new fatalities in the world. 
Back in January, it had registered as many as 3,380 deaths per day, a figure that had dropped to just 200 by early summer.
But it is now facing a wave of the virulent Delta variant, which has spread to the vast majority of countries around the world since it was identified in India in April.
The pandemic has already claimed more deaths in 2021 than in 2020, with more than 2.6 million fatalities officially reported since January against just under 1.9 million over the whole of last year.
Countries around the world are hoping the vaccines will ease the spread of the virus, but there are huge disparities between rich and poor nations.
Just seven doses were administered per 100 people in Africa, against 99 in Europe and 111 in the United States.
The vaccines are also thought to be less effective against the Delta variant.
According to a study published last week by US health authorities, the efficacy of the Pfizer/BioNTech and Moderna jabs against infection has dropped from 91 to 66 percent since the strain became dominant in the United States.
The vaccines remain very effective in preventing severe forms of illness, however.

In the last 24 hours, 1,545 samples were registered with the Public Health Institute of the Federation of Bosnia and Herzegovina, of which 111 were positive for SARS-CoV-2.

India on Sunday extended the suspension of all scheduled international passenger flights till the end of September over the coronavirus pandemic.

As per a new order issued by Directorate General of Civil Aviation, "the competent authority has further extended the validity of circular issued on the subject … regarding scheduled international commercial passenger services to/from India till 2359 hrs 1ST of 30 September, 2021.”
The order added that “this restriction shall not apply to international all-cargo operations and flights specifically approved by Directorate General of Civil Aviation.”
It also said that “… international scheduled flights may be allowed on selected routes by the competent authority on case to case basis.”
International passenger services in India have been suspended since March 2020.
Currently, flights on various international routes are being operated under air bubble agreements.
On Sunday morning, the Health Ministry announced that 45,083 new cases and 460 deaths were registered in India over the past 24 hours.
The nationwide caseload currently stands around 32.69 million and fatalities at 437,830.
India’s cumulative COVID-19 vaccination coverage has crossed 630 million doses, while the recovery stands at 97.53%, according to the official figures.

Pakistan on Sunday announced that stricter coronavirus-related restrictions were expanded to 27 cities, including the capital Islamabad, amid rising pressure on the already weak healthcare system.

The new set of restrictions imposed amid an ongoing fourth wave of the pandemic, includes closure of amusement parks, shrines, gyms and cinemas, and ban on indoor ceremonies and dining at restaurants, according to a statement by the National Command and Operations Center, a state-run body that oversees the country's anti-virus strategy.
All commercial activities – except for essential services – will end at 8 PM, whereas they will be closed for two days a week.
Educational institutions across the country will remain open for three days a week with 50% attendance.
Pakistan is currently reeling from a deadly fourth wave of the pandemic, logging 3,909 fresh cases and 69 deaths over the past 24 hours, the Health Ministry said.
The country's overall caseload and death toll stand at 1.15 million and 25,604, respectively.
Some 1 million patients have recovered so far, whereas the total active cases across the country stand around 93,500.
The South Asian country has been recording daily cases between 3,000 and 4,000 for the past several weeks, putting pressure on the already over-burdened hospitals, especially in the big cities.
Pakistan has so far administered over 53 million doses of coronavirus vaccines.

Turkey on Sunday warned Greece against “expansionist attitudes,” saying it is just chasing a “vain hope”.

-Greece should see that it cannot get anywhere with expansionist attitudes, approaches and provocative behaviors and these policies are far from mathematics, reason and understanding, and mean nothing but chasing a vain hope- Hulusi Akar said in Edirne, a northwestern province bordering Greece.
Accompanied with top army generals, Akar inspected measures taken along the Greek border.
The defense chief reiterated that Turkey favors solving problems in the Aegean Sea through good neighborly relations and dialogue and in line with international laws.
Akar also recalled the mutual and positive dialogue on cooperation in the fight against forest fires which ripped through both countries last month, but criticized “provocations and unlawful aggressive actions” by the Greek side.
-We expect everyone, especially the administrators of our neighbor Greece, to see that having good relations with neighbors is also important for people of neighboring countries. But unfortunately, we constantly face provocations, unlawful aggressive actions and discourse from the Greek side.-He said Athens tries to limit Ankara’s movements by claiming both sea areas and airspace, adding it is not possible to get anywhere in this way, and they should see it very clearly.
Turkey will protect its rights, the minister pledged.

Addressing the refugee crisis as well, Akar said it should not be approached as a problem concerning only Turkey.

-We expect everyone, especially the EU, to assume responsibility on this issue.-It is unacceptable that Greece pushes refugees back and exposes them to inhumane practices, he added.
Akar also pointed out that Greece has been protecting many terrorists, including members of the Fetullah Terrorist Organization (FETO) – the group behind the 2016 defeated coup in Turkey, for years.
-And yet, it is not credible and moral that the Greek administrators seem to complain about the spread of terrorism, religious fanaticism and fundamentalism. This is a hypocritical attitude that does not reflect the facts.-FETO and its US-based leader Fetullah Gulen orchestrated the defeated coup of July 15, 2016, in Turkey, in which 251 people were killed and 2,734 injured.
Ankara accuses FETO of being behind a long-running campaign to overthrow the state through the infiltration of Turkish institutions, particularly the military, police, and judiciary.

The last shipment of 634,920 doses of the AstraZeneca coronavirus vaccine manufactured in Japan arrived at the Dhaka International Airport late Saturday, according to a statement by the Japanese Embassy in Bangladesh.

Japan provided 3 million doses as gifts under the UN COVAX Facility to meet the urgent needs of Bangladeshis, said official sources.
-I am pleased that Japan has completed the delivery of more than 3 million AstraZeneca vaccines today, which Japan had committed to Bangladesh- said Japanese Charge d’ Affaires Yamaya Hiroyuki.
He said he hopes the vaccines would contribute to Bangladesh’s efforts to prevent the spread of the pandemic.

Nearly 26,000 people have died from the virus in Bangladesh while the South Asian Delta nation of 165 million has registered 1.5 million cases.
But more than 1.4 million patients have recovered, according to the government's latest report.
To stem the spread of the virus, Bangladesh has been conducting vaccination campaigns since February and has administered more than 25.7 million shots, including first and second doses.
