The Council of Ministers of Bosnia and Herzegovina, at the request of the Ministry of Civil Affairs of B&amp;H, adopted today decisions that unlocked the process of procuring vaccines for the citizens of Bosnia and Herzegovina.

An amendment to the Commitment Agreement-committed purchase arrangement between the B&amp;H Council of Ministers and the Global Vaccine Alliance (GAVI) was approved as a necessary condition for the continuation of the vaccine procurement process in the COVAX mechanism, which should be confirmed by the B&amp;H Presidency.
The Agreement between the Council of Ministers of B&amp;H and AstraZeneca on compensation of AstraZeneca was approved, which enables the AstraZeneca vaccine to arrive in B&amp;H this month through COVAX, as well as the Compensation Agreement from COVAX which refers to additional conditions of Pfizer/BioNtech.
The Council of Ministers also adopted a Decision on amendments to the decision on exemption from calculation and payment of indirect taxes and refund of already paid indirect taxes on equipment and funds donated by domestic and international entities for the prevention, control and elimination of the coronavirus epidemic (COVID-19). allows direct procurement, in addition to international agreements, to be exempt from indirect taxes.
This fulfills all the additional conditions required to start deliveries of vaccines purchased under the COVAX mechanism. Bosnia and Herzegovina signed a contract with COVAX on September 18, 2020, and then 1,232,000 doses of vaccine were ordered, for which $ 12,997,600 was paid from the entity budget.
The decisions of the Council of Ministers were made after the competent health authorities gave a positive opinion on the acts sent to them by the Ministry of Civil Affairs, the ministry said.

Europe's drug regulator launched a review of Russia's Sputnik V coronavirus vaccine on Thursday, putting it on course to be the first non-Western jab used across the 27-nation EU.

Russia quickly said it was ready to provide jabs for 50 million Europeans as soon as the shot gets the green light from the Amsterdam-based European Medicines Agency (EMA).
Moscow has pushed Europe to follow the lead of dozens of countries around the world that have approved Sputnik, but Brussels has been wary the Kremlin will use the jab as a soft-power tool.
"EMA has started a rolling review of Sputnik V, a Covid-19 vaccine developed by Russia's Gamaleya National Centre of Epidemiology and Microbiology," the EMA said in a statement.
-The rolling review will continue until enough evidence is available for formal marketing authorisation application.-The review follows clinical studies and lab tests which "indicate that Sputnik V triggers the production of antibodies and immune cells" that can protect against Covid-19, the EMA said.
The regulator added that it would "assess Sputnik V's compliance with the usual EU standards for effectiveness, safety and quality."
Russia and the EMA have sparred in recent weeks over Sputnik, with the vaccine's developers calling for the rolling review to start more quickly.
European leaders have meanwhile been warming to the idea of deploying Sputnik as the continent struggles with shortfalls of the three currently-authorised Western jabs.
They are the US-German Pfizer/BioNTech jab, US firm Moderna's shot, and the British-Swedish AstraZeneca/Oxford vaccine.
Sputnik's developers said the start of the rolling review was a "major step for (the) vaccine's approval for use in the EU."
-Following EMA approval, we would be able to provide vaccines for 50 million Europeans starting from June 2021- Kirill Dmitriyev, the head of the Russian Direct Investment Fund (RDIF), which developed Sputnik, said in a statement.

Several EU member states including Germany and Spain have said recently they would be interested in Sputnik V if it was approved, while Hungary registered it on its own.

Concerns were initially raised about Sputnik after a fast-track procedure that saw it approved for use in Russia last August and deployed in December ahead of large-scale clinical trials. 
The EU has also been cautious of using vaccines that could give Moscow or Beijing geopolitical influence. 
European Commission chief Ursula von der Leyen said in February that she wondered why Moscow was so keen to offer millions of doses to the EU "while not sufficiently progressing in vaccinating their own people".
But pressure has grown since the Lancet medical journal published results in February showing Sputnik V to be 91.6 percent effective, based on third-phase trials with more than 20,000 volunteers.
The RDIF, which helped finance the development of Sputnik V, said Thursday that 42 countries have registered the vaccine.
The EMA said a decision on possible approval for Sputnik should "take less time than normal" due to work already done during the rolling review.
It has taken between two and four months for other Covid jabs to move from rolling review to EU authorisation.
One further hurdle could be the insistence of EU officials that Sputnik production sites outside the bloc would need to be inspected.
-They are not producing in Europe, so of course there should be an inspection process on the production sites- von der Leyen said last month.
Sputnik's developers said on Twitter that "we look forward to welcoming EMA inspectors at the Sputnik V facilities".
The EMA is set to give its decision on Johnson &amp; Johnson's single-shot vaccine on March 11. Jabs by Novavax and CureVac are also under rolling review.

Engineers in central Greece on Thursday were assessing the damage from a strong 6.3 magnitude quake that injured at least 11 people, damaged scores of buildings and spread panic.

The recovery work began as scores of people from the villages of Damasi and Mesochori, some 240 kilometres (149 miles) north of Athens, spent the night away from their homes after Wednesday's quake.

Swiss chocolate makers were perhaps expecting a sweet spot as people turned to comfort food during the pandemic but are instead facing devastating 2020 figures showing consumption in Switzerland melting to a 40-year-low.

Chocosuisse, the national federation of Swiss chocolate makers, painted a bleak picture this week of the impact that the Covid-19 crisis had taken on the industry, with plunging production, exports and even consumption.
And Lindt and Sprungli, one of the wealthy Alpine nation's most famous chocolate makers, published its annual results Tuesday detailing a nearly 11-percent drop in its 2020 revenues, to 4 billion Swiss francs ($4.4 billion, 3.6 billion euros).
Amid lockdowns and a pandemic-fuelled economic crisis last year, it may not be surprising that Swiss chocolate makers overall saw their production fall, shrinking 10 percent compared to 2019, to 180,000 tonnes, according to Chocosuisse.
And exports, which account for nearly 70 percent of Swiss chocolate makers' revenues, fell by more than that, slumping 11.5 percent in 2020, to 126,000 tonnes.
More surprising perhaps is that the country renowned for its love of high-quality cocoa products, where people gobble up more chocolate per capita than anywhere else in the world, also saw consumption drop.

In fact, annual consumption fell to below the symbolic threshold of 10 kilogrammes (22 pounds) per person, dipping to 9.9 kilos -- the lowest level since 1982.

A major contributor to the drop, Chocosuisse chief Urs Furrer told AFP, was the steep decline in foreign tourists, who tend to tip the consumption scales.
The per capita chocolate consumption in a country is calculated by dividing the volumes sold by the number of inhabitants, leading to inflated figures in Switzerland, where chocolate treats are a favourite souvenir.
-It would be impossible to calculate the exact consumption of residents, because in shops, the salespeople do not know if their customer lives in Switzerland or is a tourist- Furrer said.
But the absence of tourists is not the whole explanation for last year's decline.
In Switzerland as elsewhere, the health crisis and accompanying restrictions including forced teleworking, has had a clear impact on consumption habits.
-Consumption also dropped in areas that are usually crowded with passers-by, like train stations and city centres- Furrer said, pointing out that chocolate was often an impulse buy by people on the move. 
Physical distancing requirements have also taken a toll on social occasions where handing over a box of chocolates might be expected.

It has said health workers, security forces and the elderly would be prioritised and that the vaccine would be administered free of charge, but has given few other details.
The first jabs arrived as the Iraqi government faces growing criticism of its handling of the pandemic.

Britain’s Prince Philip, the 99-year-old husband of Queen Elizabeth, was transferred to a different hospital in central London on Monday to have tests for a pre-existing heart condition as well as receive treatment for an infection.

Philip, the Duke of Edinburgh, was admitted to London’s private King Edward VII hospital two weeks ago for treatment for an unspecified infection that is not related to COVID-19.
On Monday, Buckingham Palace said he was moved to St Bartholomew’s Hospital, which is a centre of excellence for cardiac care, for further treatment and observation.
-The Duke remains comfortable and is responding to treatment but is expected to remain in hospital until at least the end of the week- the palace said in a statement.
