The Second Instance Disciplinary Commission of the High Judicial and Prosecutorial Council of Bosnia and Herzegovina (HJPC B&amp;H) has made a decision in disciplinary proceedings against the President of the Court of B&amp;H Ranko Debevec.
Two weeks ago, this commission met and decided on the appeal of his lawyers, as well as the Office of the Disciplinary Prosecutor. However, the HJPC has not yet announced the decision to the public.
- We would like to inform you that the public will be informed about the decision of the Second Instance Disciplinary Commission of the HJPC B&amp;H in the mentioned disciplinary procedure after the parties in the procedure are informed about the decision - it was said for "Avaz" from this institution.

We remind you that although he was in numerous scandals, inappropriate meetings, threats to prosecutors, journalists, Ranko Debevec, severely compromised President of the Court of B&amp;H, was only publicly warned by the decision of the First Instance Disciplinary Commission of the HJPC in several disciplinary offenses.
One of them is inappropriate contact with Osman Mehmedagić Osmica, director of the Intelligence and Security Agency (ISA), last year, on the day when the Prosecutor's Office of B&amp;H filed a new indictment against Osmica in the "Security Checks" affair.
He is charged on the grounds that he sent a comment of inappropriate content to the prosecutor Vedrana Mijović, who is acting in the case in which the defendant is a participant in the proceedings.

Debevec was also accused of deliberately providing insufficient information on property abroad, ie Spain, since 2004, through personal financial reports submitted to the HJPC.
However, all this was insufficient to discipline him, which once again showed the HJPC double standards in disciplinary proceedings. While Gordana Tadić, the chief state prosecutor, was fined for lenient actions, Debevec is apparently being rescued by a team gathered around Osman Mehmedagić Osmica, the director of ISA.
By rescuing Ranko, Osmica saves himself. We learn that the HJPC is waiting for the deadline to expire by which Tadić must send a complaint to a third body, after which the decision will be made public on Friday morning. Most likely liberating.

Deputy Speaker of the House of Peoples of the Parliamentary Assembly of Bosnia and Herzegovina Dragan Čović participated yesterday in Ljubljana in the 'Summit of the European Union and the Western Balkans' organized by the European People's Party (EPP).

The summit, which brought together EPP leaders from the European Union and the Western Balkans, addressed the EU perspective for Southeast European countries, as well as EU-SEE region relations.

He particularly highlighted the worrying rhetoric that destabilizes the foundations of B&amp;H, noting that "B&amp;H can only survive as a multiethnic and multicultural community of constitutionally three equal constituent peoples and all its citizens represented by legitimate representatives."
He referred to the Mostar Agreement, which, as he pointed out, is an example to be followed in amending the Election Law.
He also pointed out that the implementation of that Agreement is being avoided, and warned of the practices of outvoting and the rhetoric of advocating for the deletion of ethnic determinants. 
Čović said that without agreed changes to the electoral legislation, there will be no conditions for holding the General Elections next year, emphasizing that the representatives of the Croat people in B&amp;H want to preserve the Euro-Atlantic perspective and the homeland of B&amp;H.
On the sidelines of the Summit, Čović held working meetings with numerous EPP officials, including EPP President Donald Tusk, Aleksandar Vučić and Boyko Borisov, stated the B&amp;H Parliament.&nbsp;

"Gordana, remove Oleg Čavka," is heard on the audio recording of the conversation between Osman Mehmedagić Osmica, director of the Intelligence and Security Agency (ISA) of B&amp;H, and Gordana Tadić, which took place on July 19, 2019, in the office of the Chief State Prosecutor.
It is an audio recording lasting 80 minutes, which was published by the "Avaz" portal 15 days ago.
This recording shook the judicial-intelligence system in the country and exposed the work and methods of the director of ISA. The authenticity of the audio recording was not disputed by ISA either, "but they were worried about who was recording the meeting".

<h2>There is no evidence that Mehmedagić was ever a student</h2>

In the audio recording, Mehmedagić blackmails Tadić and her deputy Ozrenka Nešković, saying that he will hardly compromise prosecutor Čavka, demanding that the investigation in the "Diploma" affair, which concerns the level of education of the first man of the secret service, be stopped. A few months later, it was established that Osmica forged the diploma with the help of Denis Prcić, the founder and owner of the American University in B&amp;H, all with the goal of getting a second term as the head of this agency.
However, that is not the end. Investigators from the Prosecutor's Office of Bosnia and Herzegovina and members of the SC Ministry of the Interior have not been able to find the documentation hidden by Prcić for months, regarding the file on the education of people at this university, including Mehmedagić himself.
After Prcić's arrest on June 18, a few days later, the police found servers at vacation home, but not registry books and files.
During the search of the University of Tuzla, members of the TC MUP did not find any evidence that Mehmedagić was ever a student at this institution. However, he declared this diploma, which he handed over to the ISA Supervision Commission, a secret.
The prosecution has evidence that Mehmedagić obtained a forged diploma, thanks to which he was appointed to the position of General Director of ISA, although his actual education - VŠS of the Faculty of Law in Sarajevo was not enough for the appointment.
The investigation established that Prcić, with the help of his associates, tore the original page from the register of this faculty, and that the name of Osman Mehmedagić was subsequently inserted and added. Instead of student Damir Mujakić, Osmica's name appeared.
The graphologist who determined the illogicalities is the permanent court expert Ismet Katana.

But as the investigation continues, new incredible details come to light.
We learn that investigators and police never found the registry books, nor the file, nor the diploma relating to the ISA director. The cherry on top of the cake is that the police found the student booklet on which Mehmedagić was "stated" as a student, but this document was issued in a different name.

And the other name is a foreign citizen of Libya, Muhammad Muktauf!? Namely, Muktauf was enrolled at the American University in B&amp;H during one semester (registry number 52). However, then Prcić took action and, instead of Muktauf, subsequently inserted Mehmedagić with the student booklet number used by the Libyan.
All these data were discovered on the server of the LMS system, which Prcić hid, and the police later found them.

Fahrudin Radončić, leader of the Alliance for a Better Future (SBB) of B&amp;H, met today with representatives of municipal assemblies in Republic of Srpska and the dismissed president of the Srebrenica Municipal Assembly, Ćamil Duraković.
- Today, it was important to talk to real, legitimate representatives of Bosniaks from RS. My suggestion was that the money going there be under their maximum control and that they direct it. I am sure that all parties will vote in the Federal Parliament, that these two cantonal assemblies will support it, and I am sure that we now have the unity of all political entities and persons in RS to make a new step forward, situation and innovation that will help people stay there and for that money to be better spent - Radončić concluded.
Ćamil Duraković said that, first of all, they met the highest political authorities about the general political situation in RS.
- It is not good at all, and here it is not good in the country either. Obviously this is reflected. What we received as a positive answer is primarily the budget segment or finances that are necessary for the survival of returnees in that area, and for the first time we are talking about a permanent budget item of representatives of the Federation and certain cantons that will have a fixed percentage of budget allocations. We expect other political leaders to accept that as well. And the second is the common story of the pro-Bosnian parties for the next elections in 2022, where there is a positive climate that this time we are all in it together. You know we've had problems in the past. All leaders support that and it is a great encouragement for all of us who live in those areas and who will vote and be elected - Duraković pointed out.

Mirsad Duratović, President of the Assembly of the City of Prijedor, after the meeting with the leader of SBB, emphasized that he mostly talked about the fact that the only way and possibility for returnees to stay in places of return to RS is to ensure their existence.

In the indictment, the Prosecution alleges that Zijad Mutap contacted Hasan Dupovac, then head of the Traffic Investigation Department of the SC Ministry of the Interior, after the accident, after which they arranged a meeting in restaurant “Royal” near Vogošća, where protected witness M-10 and Edin Avdić were present.

I must mention that the company has performed better than in the past 16 years, and this year it has increased the prices of its products by 80 percent. In the first six months, they made a very good profit - Kapetanović pointed out.
The Cantonal Trade Union of Metalworkers of the Zenica-Doboj Canton also supports the demands of the AMZ Trade Union.
The average salary is 1,026 KM, but more than 60 percent of the company's employees do not receive that average salary. A skilled worker, for 165 hours of work, has a basic net salary in the amount of 694.98 KM, which is 300 KM below the average salary in the FB&amp;H.

The strike will last until the fulfillment of the demands of the trade union, i.e. until the signing of the collective agreement for 2021.

He said: “Our priority remains to protect public health but, with more than 8 in 10 people now fully vaccinated, we are able to take these steps to lower the cost of testing and help the sector to continue in its recovery.”
The statement added that England is “expanding our vaccinated policy to a further 18 countries, including the United Arab Emirates, Japan and Canada.”
The recognized vaccines are Pfizer-BioNTech, Oxford-AstraZeneca (including Covishield), Moderna and Janssen (J&amp;J).
Those eligible must have a “document from a national or state-level public health authority that includes certain information including name, date of birth and vaccination details.”
Residents of countries “not yet part of the inbound policy,” are still required to “take a pre-departure test, PCR tests for day 2 and day 8 after arrival, and self-isolate for 10 days, with the option to test to release after 5 days.”

The Tuzla Municipal Court accepted the motion of the acting prosecutor and ordered one-month custody measure for three Pakistani citizens, Muhammad Afzal (30), Hasan Riaz (27) and Salman Ali (30), due to a well-founded suspicion that as accomplices they committed the criminal offenses of fraud, unlawful deprivation of liberty and forced sexual intercourse in which the victims are citizens of Nepal.
 
According to the Cantonal Court of Tuzla Canton, there is a well-founded suspicion that in the second half of September these people promised four Nepalese people that they would provide them with a transfer from Bosnia and Herzegovina to Italy for a fee and thus took money from the Nepalese on several occasions in the total amount of about 5,500 euros, even though they knew that they were not able to transfer them to another country or that they had such an intention.
Thus, on September 27, they promised to transfer two Nepalese from B&amp;H, and took them to a forest location in the Tuzla settlement of Šički Brod, where they tied them with belts and shoelaces and illegally deprived them of their liberty, demanding additional amounts of money from them.
After that, they intimidated them with videos and photos of torturing people, and they put a knife under the throat of one Nepalese man, who was still tied up, and forced him to have sexual intercourse with them.
After some time, the Nepalese managed to escape and report the events to the police. The suspects were identified and arrested immediately after the incident was reported. The Criminal Police Sector of the Tuzla Canton Ministry of the Interior conducted an investigation and examined a number of witnesses. Criminal processing was carried out and the suspects were handed over to the Prosecutor's Office with a report on the committed crime, where they were interrogated. The investigation is ongoing.
