Deputy Chair of the Council of Ministers and Minister of Foreign Affairs of Bosnia and Herzegovina Bisera Turković met today with the Special Representative of the Secretary-General of the Council of Europe for Migration and Refugees Drahoslav Štefanek.
They discussed the crisis of managing the migrant situation in Bosnia and Herzegovina, the difficult and uncertain situation in the Una-Sana Canton, and the ways and possibilities of solving the accumulated problems.
Special Representative Štefanek informed Minister Turković about his visit to migrant camps in Bihać and surrounding places, the preliminary results of his fact-finding mission on the field, and added that the situation is better, but that conditions are still difficult.
He stressed that, when it comes to solving this problem, it is necessary to strengthen coordination between state and local authorities in our country.
Štefanek pointed out that he understands the complexity of the situation in our country, that there is a complicated decision-making system, but also that, after visiting migrant centers in the USC and after meetings with officials in Bosnia and Herzegovina, he will be ready to offer concrete recommendations and solutions.
Minister Turković said that she had visited Bihać a few months ago, and that she fully understood the burden that the inhabitants of this part of Bosnia and Herzegovina are facing.
In that context, she stated the priorities related to solving the problems faced by local communities in the USC, which include the deployment of the migrant crisis throughout Bosnia and Herzegovina, and not only in the two cantons in the Federation of B&amp;H.
Also, Minister Turković emphasized, the priority should be to strengthen the state border, i.e. to prevent the entry of migrants into Bosnia and Herzegovina.

He stressed that, when it comes to solving this problem, it is necessary to strengthen coordination between state and local authorities in our country

Štefanek briefs Turković on his intent to propose solutions to migrant crisis

The Alliance for a Better Future (SBB), the Socialist Party (SP) and the People and Justice (NiP) sent an open letter to the supervisor of the Brčko District of B&amp;H, after, as stated, at the 1st regular Assembly of the Brčko District of B&amp;H under item 2. Election commission pointed to violations of positive regulations.
We transmit the letter in its entirety:
Respected Supervisor for the Brčko District of BiH, Your Excellency Mr. Michael Scanlan,
in our opinion, the first parliamentary session showed that the current ruling majority continues to violate the regulations of the Brčko District of B&amp;H, because it violated Article 39, paragraph 3 and paragraph 7 of the Rules of Procedure of the Assembly, where paragraph 3 says that each parliamentary commission has at least five members, and the parliamentary majority has elected a commission for Monuments and Street Names, which has three members.
It is true that it is a special commission and that it is formed on the basis of Article 62 of the Rules of Procedure of the Assembly, which does not define the number of members of the commission because it is already defined by this above-mentioned article.
At the session of the commission for violating the rules of procedure, we were also outvoted, but we are surprised by the opinion of the expert service of the assembly, which claims that there were no violations of the rules of procedure.
Paragraph 7 of the Rules of Procedure defines the proportional participation in committees according to the number of seats occupied by political parties and independent representatives in the Assembly, also this paragraph is not respected given that one MP is in seven committees, out of 14, also in the budget committee crucial for revenues and expenditures are two members from one political party.
The opposition is not proportionally represented in parliamentary committees where we have one or two presidents out of 14 committees, we are not represented in the budget committee, the police oversight committee, the legislative committee, ... although the Rules of Procedure provide for the possibility of a larger number of members of the commission, the ruling majority in this way wants to bypass us the parliamentary work and continue the trend that the opposition is not respected anywhere, which also does not respect the will of about 100,000 voters.
We hope that you will react with your authority and stop such arrogant behavior of the parliamentary majority at the very beginning, because in this way the basic segment of the work of the Assembly, which consists of the parliamentary commissions, wants to belittle and thus stop the abuse of parliamentary commissions - the letter concludes.

SBB, SP and NiP sent an open letter to the Brčko District Supervisor

The Court of B&amp;H rejected all appeals to the decisions of the Central Election Commission of B&amp;H on the annulment of the elections in Srebrenica and Doboj, and the decision on the impossibility of taking over the mandate for the mayor of Travnik.
Eleven appeals were sent against these decisions, which were sent by SNSD, SP, SDS, DNS, PDP, the Coalition "Doboj in the Heart", the People's Movement "Banja Luka is Calling", and the Demos-First Serbian Democratic Party.
This confirms the decisions made by the Central Election Commission on January 21st.
A session of the CEC is now expected, at which a decision will be made on holding repeat elections in Srebrenica and Doboj, and early elections in Travnik.
The Central Election Commission of Bosnia and Herzegovina previously made a decision to annul the election results for 26 of the 28 polling stations for Srebrenica, as well as 89 out of a total of 108 polling stations in Doboj.

Secretary of State Antony Blinken got to work Wednesday with a warning that the world's eyes were on the United States to see if it can heal deep divisions.
Blinken, a veteran diplomat and confidant of President Joe Biden, promised to rebuild morale and respect in a welcome ceremony at the State Department front entrance that was extraordinary for what was lacking -- crowds.
With Covid-19 raging, Blinken asked that only a bare minimum of employees, all masked, come to see him -- and noted that just days earlier, barricades had been protecting the usually staid building near the National Mall in the wake of a failed insurrection at the Capitol.
-The world is watching us intently right now. They want to know if we can heal our nation- Blinken said.
-They want to see whether we will lead with the power of our example," he said, "if we'll will put a premium on diplomacy with our allies and partners to meet the great challenges of our time.-
He said that the challenges included the pandemic as well as "climate change, the economic crisis, threats to democracies, fights for racial justice and the danger to our security and global stability posed by our rivals and adversaries."
Blinken said of the turbulent times, "The president is committed to getting us through it as quickly as possible, so that very soon, we can all gather in person again and have confidence that the foundations of our democracy are strong."
Under former president Donald Trump, close Western allies were rattled by his jarringly undiplomatic approach as he voiced fondness for autocratic leaders.
The divisiveness spread to the State Department where Blinken's predecessor Mike Pompeo was a relentless defender of Trump, using his welcoming speech to vow "swagger" and spending his final days railing against multiculturalism and the media.
Blinken, who served as a deputy secretary of state under former president Barack Obama, promised to listen to dissenting views and said pointedly, "I will have your back."
Trump fired the US ambassador to Ukraine as Trump sought to dig up dirt on Biden, a scandal that led to his first impeachment. 
-I cannot promise that you will support every choice I make as your secretary. But I can promise an open door and an open mind- Blinken said.
Blinken, known for his even temper, was confirmed Tuesday by the Senate 78-22 with many members of Trump's Republican Party backing him, a turnaround from the narrow approval on partisan lines for Trump's two secretaries of state.
Blinken got to work Tuesday with calls to his counterparts from neighbors Canada and Mexico as well as top US allies Japan and South Korea, key players in what will likely be a defining issue of his tenure -- the rise of China.
He is expected later Wednesday to hold a news conference, a sign of early commitment to engaging with the media after tensions during the Trump administration.
Blinken in his confirmation hearing signalled a shift from Trump by pursuing diplomacy, including with Iran, but also pledged continuity including in the hard line on China.

In the last 24 hours, 2.325 samples were registered with the Public Health Institute of the Federation of B&amp;H, of which 191 were positive for SARS-CoV-2.
New cases have been registered in all cantons in the Federation of B&amp;H, except in Bosnia-Podrinje Canton, the institute said.
A total of 393,803 samples have been tested so far, and SARS-CoV-2 has been confirmed in 77,953 individuals.
As of today, 64,813 patients have recovered in the Federation of B&amp;H, and 192 patients have recovered in the past 24 hours. Currently, 10,685 coronavirus-positive cases are active.
Also, in the past 24 hours, 17 new deaths were reported to the FB&amp;H Public Health Institute, and as of today, the number of deaths in the FB&amp;H is 2,455.
In Republic of Srpska, 654 laboratory samples were tested in the last 24 hours, and coronavirus was confirmed in 125 people.
In the last 24 hours, five deaths have been reported in which the presence of coronavirus has been confirmed. 
So far, 39,833 cases of coronavirus have been confirmed in the RS, and a total of 2,032 people have died in whom a test for the virus has been confirmed. So far, 26,342 people have recovered, and a total of 181,028 people have been tested.
Today, 16 new cases of coronavirus infection were registered in the Brčko District of B&amp;H, and 71 samples were tested.

COVID-19 confirmed in 332 people in B&H, with 22 deaths

Prosecutors of the Prosecutor's Office of B&amp;H, conducting a financial investigation, came to the information that the director of ISA B&amp;H Osman Mehmedagić Osmica, who is already on trial in the Court of B&amp;H for abuse of office, paid 116,000 marks in cash to Šaćir Čedić, owner of "Vatra" cafe chains in Sarajevo, for the house he bought from him in 2017.

<h2>What he stated in the Prosecutor's Office of B&H</h2>

Due to these circumstances, Čedić was recently questioned by the Prosecutor's Office of B&amp;H.
Prosecutors previously obtained information based on the financial investigation, which was conducted by the State Investigation and Protection Agency (SIPA) on the order of this institution, that Čedić sold the house of 94.40 square meters, which is located at Posavska Street no. 22, to Mehmedagić for 116,000 KM.
But there was no trace of money from Mehmedagić's bank accounts. It was suspected that Mehmedagić paid for the house in cash, which Čedić, as unofficially confirmed to us, admitted to prosecutors and investigators.

He said in his statement that he received cash from Mehmedagić on three or four occasions, more precisely all 116,000 KM under a contract that was signed and notarized in 2017. This whole "operation" ended from January to May 2017. The investigation also established that Mehmedagić did not withdraw the money he handed over to Čedić in cash from his bank account.
By the way, Šaćir Čedić is a very close friend of the Izetbegović family. He is the husband of Muvedeta Čedić-Butmir, one of the closest associates of Sebija Izetbegović, who became known to the public when her annual salary of 106,224 KM was announced.
Now the question is where Mehmedagić got so much money in cash from, regardless of whether it is, possibly, money laundering. The question is also how much tax he paid on this property, which was almost in a devastated condition, and now there is a swimming pool within it.

In addition, prosecutors obtained information that Mehmedagić paid money to Asim Sarajlić, an SDA delegate in the House of Peoples of Bosnia and Herzegovina and a member of the Joint Commission for Supervision of ISA, whose director is Mehmedagić for an Audi Q5 car he bought for his wife Amela Šehović.

Namely, the Audi Q5, which she bought from Sarajlić, has been in her name since May 27th, 2019. The investigation established that the price under the contract was 62,000 KM, of which 42,000 KM were transferred from the account. There was no trace of 20,000 KM until the interrogation of Sarajlić in the Prosecutor's Office. He also admitted that he received 20,000 KM, which were not paid through the account. In this case as well, the investigation determined that Mehmedagić did not withdraw those 20,000 KM from his bank account.

The pandemic has hit Italy hard, plunging the eurozone's third largest economy into deep recession and leaving more than 86,000 people dead.
The current ruling parties, including the populist Five Star Movement (M5S) and the centre-left Democratic Party (PD), are hoping to stay in office and avoid snap elections.
Opinion polls suggest that the opposition coalition, which includes Silvio Berlusconi's Forza Italia and Matteo Salvini's far-right League, would win power.
But forming a new government would mean working again with former premier Matteo Renzi's Italia Viva party, which sparked the current crisis by leaving the coalition in a row over the handling of the pandemic.
Conte, who cancelled a scheduled speech to the World Economic Forum Wednesday, said after his resignation that Italy required "a clear perspective and a government with a larger and safer majority".
-My resignation serves this possibility: the formation of a new government that can offer a prospect of national salvation- he wrote on Facebook on Tuesday. 
However, he acknowledged that he himself -- a former law professor plucked from obscurity to lead a previous M5S-led government after the 2018 elections -- may not necessarily be at the helm.

Dodik announced that he would be in Belgrade today for the unveiling of the monument to Stefan Nemanja, and stated that there were no changes in the relations between Serbia and Bosnia and Herzegovina's entity of Republic of Srpska and personal relations with Vučić, who has Dodik's great support.

-This should create a situation to reduce the rate of infection, so it is such a relief for healthcare workers- Tun Myint, a health ministry official at Yangon General Hospital, told reporters.
The number of daily new COVID-19 cases has dropped recently, though medical experts say it is unlikely to provide a full picture given relatively low testing rates.
-We are so tired from the long fight- against the pandemic, said volunteer medical worker Khant Ko Ko, who received a vaccine shot at the Ayeyarwady Centre in Yangon where coronavirus patients are treated.
Myanmar’s fragile healthcare system has relied heavily on thousands of volunteers to assist during the pandemic and some workers at the centre proudly pointed to the spots on their upper arms where they had been vaccinated.
In the capital Napyitaw, Myanmar leader Aung San Suu Kyi witnessed vaccinations at a hospital and warned that people still needed to keep up their guard against the virus.
-I worry some people will become careless- she was quoted by online news portal Myanmar Now as saying.
Myanmar has an ambitious target to vaccinate the whole population of about 54 million people this year.
The health ministry has said up to 30 million additional doses of the AstraZeneca vaccine have been ordered with a further two million due to arrive by the first week of February.

When a Serbian actress accused her former drama teacher of rape last week, the reaction was seismic: thousands of women across the Balkans have since come forward with their own stories, united under the banner "You are not alone".
Activists hope the outpouring will leave lasting change in a region where patriarchal attitudes dominate and where previous "Me Too" movements against sexual violence and harassment have been limited in scale.
Much of the catharsis is taking place online, thanks to a new Facebook page called Nisam Trazila, which means "I didn't ask for it", created by Bosnian actresses. 
-For years I have been gathering my courage to tell someone, to calm my soul, to resurrect the dead child inside me- one young woman wrote on the page about the trauma of a sexual assault she suffered at age 14.
She and others have been emboldened by 25-year-old Milena Radulovic, the actress who broke the dam when she told her story to the Serbian newspaper Blic in an interview published on January 17.
Radulovic accused a famous 68-year-old Belgrade theatre teacher and producer, Miroslav Aleksic, of raping her and abusing other students at his prestigious drama school. 
Her testimony -- and that of several other alleged victims -- saw Aleksic arrested the following day on accusations of rape and sexual assault. He has denied all allegations.
Radulovic, who is currently based in Russia, said she was motivated to protect other students from harm.
-I feel a huge responsibility towards those children, towards society, but also towards myself. This is a thing that must be brought to an end- she said.

In a 2019 OSCE survey, 22 percent of Serbian women surveyed said that they had experienced physical or sexual violence at the hands of a partner or non-partner since the age of 15. 
More than 41 percent also reported being exposed to sexual harassment, a figure some 10 percentage points below the European Union's average which likely indicates a stronger "taboo" preventing women from reporting abuse, "as well as a lack of awareness about what constitutes sexual harassment", the report said.
The reaction to Radulovic's testimony suggests the stigma has started to weaken, thanks in part to other regional movements in recent years such as the "Justice for young girls" protests that followed the repeated rape of a teenage girl in Croatia and the "Save me" movement against domestic violence.
In Serbia, the first major "Me Too" victory was launched by Marija Lukic, a former secretary who battled public shaming to take her boss -- the mayor of a small town -- to court for sexual harassment and assault in 2018. 
He was sentenced in July 2020 to three months in prison and taken to jail this week. 
While Radulovic's public profile added to the impact of her case -- helping keep the story on front pages for days -- anger and awareness has been brewing for some time.
-There is a lot of energy, frustration and fear among women and this is what is breaking out- Marinella Matejcic, a Croatian activist from the human rights group PaRiter, told AFP.

In Belgrade, phones at the Autonomous Women's Centre (AZC), which has been helping survivors since 1993, have been ringing off the hook. 
While the organisation is accustomed to hearing reports of physical and psychological violence, its workers are now taking more calls about sexual assault, said activist Sanja Pavlovic. 
Radulovic's case served as a "collective detonator", she told AFP. 
-It has provoked the need not only to cope with the pain, but to search together for a form of justice.-
Speaking out has already helped pinpoint other potential serial abusers.
On Twitter, a collective complaint was organised against a university professor in Belgrade, while other faculties in Serbia, Croatia and Bosnia have posted forms online for students to register accusations.
In Zagreb, the dean of the Dramatic Arts faculty said the university had passed on to police some 14 complaints, mainly from former students, of "lewd acts, harassment" and other allegations against eight current employees and six former staff and other associates.&nbsp;

Activists hope the movement will be translated into concrete change. 
-Beyond messages of support and calls for complaints, I would like our politicians to take the initiative to change the law- said Pavlovic.
Sexual harassment was criminalised in Serbia in 2017, but the country's law on rape still contravenes the Istanbul Convention on combating violence against women, which Belgrade ratified in 2013.
Rape continues to be defined as "an act committed by coercion, force or threat, and not as a sexual act to which the victim has not consented," notes Grevio, a monitoring group. 
The case of Aleksic -- whose academy has been closed until further notice -- has also highlighted a need to look at prevention measures in schools.
A petition demanding training on "recognition, response and methods of protection against sexual violence" in Serbian schools has collected almost 10,000 signatures.
-The realisation of what happened right under our noses, in an elite Belgrade school, has awakened our country, which rarely happens- Goran Milanovic, one of the petition's co-authors, told AFP.

Deputy Chair of the Council of Ministers and Minister of Foreign Affairs of Bosnia and Herzegovina Bisera Turković participated in a Replenishment Conference for the United Nations Peacebuilding Fund, organized by UN Secretary-General Antonio Guterres. 
In the introductory part of the conference, which was held online, Secretary-General Guterres and representatives of several countries addressed the audience, while Prime Ministers, Deputy Prime Ministers, Foreign Ministers and other representatives of 64 countries from around the world, including Minister Turković, addressed in the second part.
The Minister emphasized the importance of this conference, stating that she believes that opportunities will be opened for strengthening mutual cooperation by providing access to resources to address long-term peacekeeping challenges.
She stated that Bosnia and Herzegovina is constantly striving to be a constructive part of the UN mission.
She underlined that the Secretary-General's Peacebuilding Fund is a solid way to further build strong and mutually reinforced partnerships, which follow a clear vision and complementary peacekeeping processes and support for inclusion.
-Bosnia and Herzegovina has previously benefited from PBF support. The fund has played an important role in supporting young people across the country. Our goal is to continue to be present and active in the current debates and decisions on universal democratic practices and inclusive societies, which seek to improve pluralistic practices. A strong Peacebuilding Fund can only help us achieve these goals faster and more successfully- said Minister Turković, the B&amp;H MFA said.

The International Holocaust Remembrance Day was symbolically marked at the Srebrenica Memorial Center today. Srebrenica genocide victims and members of the Memorial Center team lit six candles in memory of six million Jews killed in the Holocaust.
On that occasion, Memorial Center announced the creation of a Calendar of Remembrance, which will include all important dates - both those related to genocide and crimes against humanity in the 1992-1995 war, as well as important international dates commemorating the Holocaust and other mass sufferings, that are the result of crimes around the world, the Srebrenica Memorial Center said.
-On this day, we remember the victims of the Holocaust and once again warn of the danger of policies of hatred, discrimination and dehumanization that still operate around the world today. The Holocaust did not happen all at once, but developed from years of policies to exclude Jews and other communities from the Nazi regime. Today, we see cases of anti-Semitism everywhere, which are deeply rooted in the ideology of white supremacists around the world. Let us not allow the spark of violence and hatred to awaken, and let us cross the borders of racial, ethnic and religious divisions in joint action so that the phrase "never again" spoken so many times is more than just empty words- said Director of the Srebrenica Memorial Center Emir Suljagić. 
Suljiagić emphasized that the Srebrenica Memorial Center has undertaken activities aimed at establishing permanent cooperation with several memorials dedicated to preserving memories and researching the Holocaust.
It is the result of the "Truth, Dialogue, Future" project implemented by the Memorial Center with the support of the Government of the United Kingdom and the British Embassy in Sarajevo. The goal of these activities is the transfer of knowledge and research methodologies for serious violations of international criminal law, but also a more significant connection between victims, their families, researchers and the academic community.

There will be no new reception of migrants in the migrant camp in Blažuj, no new migrant camps will be formed in the Sarajevo Canton, and the Ministry of the Interior of Sarajevo Canton will strengthen cooperation with the Service for Foreigners’ Affairs, in order to more adequately treat migrants in our canton. 
These are the conclusions from yesterday’s meeting that the Minister of Interior of SC Admir Katica held with the Minister of Security of Bosnia and Herzegovina Selmo Cikotić, organized in order to find adequate solutions to current issues related to the migrant crisis.
The meeting was also attended by the Minister of Internal Affairs of the Una-Sana Canton, the Head of the Uniformed Police Sector, the Director of the Border Police, the Director of the Service for Foreigners’ Affiars, and the Head of the IOM Office in Bosnia and Herzegovina.
-Next week, together with the Minister of Security of B&amp;H and the Mayor of Ilidža, I will visit the migrant camp in Blažuj, and determine the necessary measures to improve security. We have initiated a clearer definition of the 'house rules' within the migrant camps, an enhanced role of police officers, and the procurement of the necessary material and technical equipment for the police- Minister Katica announced the next activities, the Press Service of SC said.

More than 100,000 people who tested positive for coronavirus have died in Britain since the pandemic took hold last year, official data showed Tuesday.
Another 1,631 deaths were reported on Tuesday bringing the total to 100,162 from nearly 3.7 million positive cases.
-My thoughts are with each and every person who has lost a loved one -- behind these heart-breaking figures are friends, families and neighbours- Health Secretary Matt Hancock said. 
-I know how hard the last year has been, but I also know how strong the British public's determination is and how much we have all pulled together to get through this.-
-We cannot let up now and we sadly still face a tough period ahead. The virus is still spreading and we're seeing over 3,500 people per day being admitted into hospital- he added.
Britain reported its first cases of the disease almost a year ago, on January 29, 2020 but Prime Minister Boris Johnson was initially relaxed about introducing measures to tackle the spread.
Then as cases rose, he eventually relented, and a lockdown was introduced in March but questions have remained ever since about the government's approach, particularly its testing and tracing regime.
At the time, National Health Service (NHS) England medical director Steven Powis said: "If we can keep deaths below 20,000 we will have done very well".
The lockdown was ordered largely on the back of an Imperial College London study that warned 500,000 could die without severe measures, and 250,000 with less stringent regulations.
Since then, the country has endured another two waves of the virus, and is currently mired in its third and deadliest bout, blamed on a new variant that hit before Christmas.
Although case numbers have fallen over the past week, Chris Whitty, the government's chief medical officer, warned on Friday that the peak in deaths of the current wave was still "in the future".
