China on Monday reported 76 new coronavirus cases, the highest daily rise since January, including 40 domestic transmissions prompting authorities to test millions in eastern Jiangsu province. 

Beijing has a zero-risk approach to the virus, which emerged in the central Chinese city of Wuhan in late 2019. It locks down cities and mass tests whenever small clusters appear.

-Of the 40 domestic cases, 39 were from Jiangsu province and one from Liaoning- the national health commission said in a statement Monday, adding there had been no new deaths.
Contact tracing also found five individuals who travelled through the Nanjing airport and tested positive after arriving in neighbouring Anhui and three other provinces, sparking fears that the cluster could lead to a fresh nationwide outbreak.
This prompted Nanjing officials to announce a second round of mass testing for all residents starting Sunday to identify patients who may take longer than usual to show symptoms. 
Beijing has rushed to curb recent mini-outbreaks in border provinces, aware of the risks of the fast-spreading Delta variant. 
One new case was reported Monday in the northeastern province of Liaoning that borders North Korea, bringing the total number of local transmissions in the region to five since Thursday.
Yunnan in the southwest has reported a spike in infections traced to neighbouring Myanmar, where the military government that seized power in February is struggling to contain a coronavirus surge. 
The province has reported 79 cases since June 20 with nearly half linked to Myanmar.
Beijing has tightened border controls and even supplied over 10,000 Covid-19 vaccines to the Kachin Independence Army, a spokesman for the rebel group said Saturday.
The border town of Ruili in Yunnan is using facial recognition to track people's movements and health status as they enter and exit residential areas, supermarkets, transport hubs and other public places to squash the virus spread.
The southern manufacturing hub of Guangdong is building a quarantine clinic for international arrivals with 5,000 beds after being hit by a recent virus outbreak.

Rights groups on Thursday filed suit in France’s highest administrative court to force the police to put an end to the discriminatory practice of identity checks based on racial profiling targeting Blacks and Arabs.

Amnesty International France, along with several other groups including the Community House for Solidarity Development, Equality Network, Antidiscrimination, Human Rights Watch, and Open Society Justice Initiative, filed a case with the Council of State over what they called the government’s serious failure to end the systematic practice of facial checks and to put an end to the “stigmatizing, humiliating and degrading practice.”
It recommended ending the practice of administrative identity checks and urged the creation of an independent and effective complaints mechanism and training on public interactions to better sensitize police.
Amnesty said it collected testimonies from victims and police officers confirming racial profiling based on ethnicity and physical appearance disproportionately targeting Black and Arab young men – some as young as 12. However, repeated appeals by European and UN authorities on the issue for more than 10 years failed to elicit a concrete response from the French government, it added in a statement.
-The facial identity checks concern society as a whole. They have devastating effects because they propagate racism and discriminatory biases- lawyer Slim bin Achour told a press conference.
In a June report decrying security forces’ “excessive use of force and other human rights violations” against Africans and people of African descent, the UN high commissioner for human rights flagged France for the facial identity checks.

In the first week of June, the new variant accounted for nearly 8% of new cases in Germany, but its share has more than doubled each week, rising to 60% of cases by the end of last month.
The recent report said the Delta variant's prevalence had risen to 84% this month, according to the latest available data on genomic surveillance.
The Delta variant was first identified in India last year, and it is up to 60% more contagious than other virus strains.

At least 37 people have been rescued after a boat carrying 45 Syrian refugees capsized southeast of the Greek island of Crete, Turkish authorities said on Friday.

The boat sank at 9.10 PM local time (1800GMT) on Thursday in the search and rescue area of Turkey due to severe weather conditions, the Transport and Infrastructure Ministry said in a statement.
The boat was sailing to Italy before it ran out of fuel, the statement also said.
The Turkish National Defense Ministry said search and rescue efforts are ongoing to find eight people missing.
Two frigates and maritime patrol aircraft belonging to the Turkish Naval Forces Command are joining the efforts.

- It is unfortunate that Inzko's action comes so late. Justifications he gives like: "Deeply concerned that prominent individuals and the authorities in Bosnia and Herzegovina continue to deny that acts of genocide, crimes against humanity and war crimes were committed during the armed conflict" ..., "individuals and public authorities are publicly questioning the legitimacy of International Criminal Court verdicts of the Court of Former Yugoslavia and the Court of Bosnia and Herzegovina, and these individuals and public authorities respect or praise convicted war criminals ", have been obvious for a long time, even to an outsider like me. It is as if Inzko finally understands - although he should have learned it a long time ago - that Bosnian Muslims always fail to write their own history, expecting or hoping that others will do it for them, allowing Serbia to do it for them - Nice said.

<h2>Opportunities to react were missed</h2>

He points out that there has been a failure to react in the past, "for example by revising the judgment of the International Court of Justice from 2007 or in other positive ways", which left "a permanently open goal for Serbia to push through narratives".
As he says, B&amp;H, unfortunately, cannot fight against the latest sad reports about the genocide in Srebrenica, but, in spite of that, there is evidence of the International Criminal Court on its side, which determined exactly what happened in Srebrenica.
- Can criminalizing the denial of genocide, as Inzko allows, help a little, no matter how late? Maybe. Dr. Nevenka Tromp, I know, who is less of an outsider than me and can talk to many more authorities, regularly warns the Bosnian people of the legacy they leave to their descendants by failing to move in indisputable form that there was no excuse - none - for any murder in Srebrenica from Serbs. In fact, they never claim the right - Nice pointed out.

He added that he had no right to express opinions on Bosnia's internal activities.
- As an outsider, I can convey the message that the world cares about Bosnia, but not so much anymore. There are many other tragedies and massive human rights violations that decent world citizens could take care of if they want to. The war in Bosnia is history and largely forgotten. Gone are the days when Bosnia could and should have acted to preserve its honor by posting an accurate record of what happened. Too bad. Inzko's last-minute action may be to leave a personal legacy, of which only he can be proud of or perhaps it's truly genuine. It is better than nothing and may prevent some of the worst Serbian revisionisms. More importantly, it might force Bosnian Muslims to continue to take care of themselves and their children and their children's children by establishing a database and completely insurmountable records of Serb guilt for what Serbia and Bosnian Serbs did in Srebrenica and elsewhere. I hope that happens. But I can't be full of hope - Nice concluded.

- It's a terribly bad move. Although I have never said that about his work before, I can say that this move is cowardly. You show some kind of courage before you leave. I think that it is very bad and it can deepen the tensions even more, it is not good for the Republic of Srpska and for our people. Any kind of imposition is not good, if someone imposes an opinion or a view on history on me, it is disastrous and harmful for me. Any kind of coercion in B&amp;H has proven to be very bad for the whole Bosnia and Herzegovina - Stanivuković said when asked by a BUKA journalist.
He adds that he does not see that this type of decision, which enters into force immediately, is enforceable.
- I am the first to say that I will continue to have my opinion, no matter what the price. No one can put me in prison, nor prosecute me because I see certain processes for my people as they see it. I will see certain things in the past the way I see it, the way I learned it and have the right to do so, and not for someone to impose my opinion and view on history by some law - Stanivuković pointed out.

Now those who do not recognize the genocide in Srebrenica and those who celebrate war criminals are themselves war criminals. That is why this decision is very important to enter into the legal regulation in B&amp;H for the healing of B6H society. There are many reasons why this is important - said Mesić.

<h2>The situation in B&H must change</h2>

According to him, the situation in B&amp;H must change after such a decision.
- The whole world will now see with who they are dealing with. They are dealing with the breakers of Bosnia and Herzegovina, and that should be made clear. This is now an opportunity to see where who is - Mesić pointed out.
He added that the prosecuting authorities in B&amp;H will act according to the amendments to the law imposed by Inzko.
- Reasonable people understand what this is about, and this is the greatest crime. It is unbelievable that there are still those who deny it and it is a crime - Mesić believes.
Speaking about the fact that the Parliament of B&amp;H did not have the strength to make such a decision, Mesić pointed out that even the Parliament of Montenegro managed to pass a resolution banning the denial of genocide.
- Now it must have occurred to those who are responsible for B&amp;H to calculate this in the legal regulations in B&amp;H - Mesić pointed out.
On the views of Milorad Dodik, who announced that he would continue to deny genocide, Mesić says that according to Inzko's decision, Dodik is a criminal if he continues to deny genocide.
- And he will become a criminal. He who does not admit crime and genocide is himself a criminal. He will put himself on the list of criminals - said Mesić.

Speaking about Dodik's announcements that RS will become independent, Mesić says that B&amp;H is a complete country.
- The survival of B&amp;H is guaranteed by the international community, B&amp;H has always been one entity. Even during the kingdom, Turkish rule and during Yugoslavia. Therefore, no Dodik and no non-recognition of facts can harm Bosnia and Herzegovina. It can only harm those who are among the criminals - said Mesić.
He added that official Serbia has a very interesting policy towards the world community.
- They officially declare that they are for a complete and unified B&amp;H, but in everything they support Milorad Dodik, who does not recognize B&amp;H as a state. This law is a message to Serbia to decide whether it is for the survival of B&amp;H or it will support the criminal in the name of Milorad Dodik - said Mesić.
Mesić believes that after this decision, B&amp;H will start to recover.
- There is no story about the complication of political relations in B&amp;H, the position of the international community that supports this Inzko's decision is important. Then B&amp;H breakers such as Milorad Dodik and his friend Dragan Čović will not have a chance - Mesić emphasized.
He added that he knew Inzko personally and that he expected such a decision.
- Inzko pursued a reasonable policy, but during his mandate he did not have enough support from the international community, nor from his country. What he has done now is the reason for him to be celebrated in B&amp;H but also in the world - Mesić concluded.

It is difficult to refrain from commenting in a situation where the federal prosecutor states such things. This should be recorded and repeated in all media to see what should not be done. The expert's findings confirmed what we had been saying from the beginning. There was no traffic accident. This has been going on for five and a half years, it cost millions of marks. And, the layman saw from the beginning what it was about - Feraget pointed out.

- It is important to emphasize that there is no evidence that would bring Ljubo Seferović in the case of a traffic accident. Nothing has been proven here. This is a crime in the judiciary. This is a shame that will never be forgotten. It is not professional and fair for me to speak in advance, but I will tell you that you will hear the acquittal on Tuesday- said lawyer Feraget.
Lawyer Rusmir Karkin called on journalists to come on Tuesday and hear the acquittal, because the evidence is of such a nature as to confirm that the Seferovićs did not commit a car accident and that the late Dženan Memić was killed. When asked by journalists how the Prosecution found Seferovićs in the first place, Karkin said that Ljubo and Bekrija had been rigged.

It is added that this is a unique opportunity to stop the denial of genocide and glorification of criminals for the sake of future generations, and the opportunity for us all to move forward, pay tribute to all innocent victims and clearly condemn the policies that led to divisions and crimes.&nbsp; &nbsp;

High Representative Valentin Inzko introduced amendments to the Criminal Code of Bosnia-Herzegovina today, sanctioning the glorification of war criminals convicted by final and binding judgments and the denial of genocide, crimes against humanity and war crimes.

The amendments to the B&amp;H Criminal Code aim to address the inadequacy of the currently applicable legal framework of Bosnia and Herzegovina, which does not offer an adequate response to the issue of hate speech manifested through the denial of the crimes of genocide, crimes against humanity and war crimes, even when those crimes have already been adjudicated with final and binding judgments reached by a number of domestic and international courts. 
The High Representative believes that “the lack of acknowledgment, accountability and redress for victims of mass atrocities and systematic abuses has devastating effects on society. Hate speech, the glorification of war criminals, and revisionism or outright denial of genocide and war crimes prevent societies from dealing with their collective past constitute renewed humiliation of the victims and their loved ones, while also perpetuating injustice and undermining interethnic relationships. All of this causes frustrations, makes the society chronically ill, and prevents the emergence of desperately needed reconciliation. Of course, all this prevents the building of a peaceful and prosperous future for Bosnia and Herzegovina.”

-The citizens of Bosnia and Herzegovina have waited many years for their elected representatives to legislate this very serious issue. However, every effort to do so was blocked! During that time, the situation has gotten worse, and is now getting out of hand! By advancing various conspiracy theories, some political leaders are openly praising the finally convicted war criminals, denying that the Srebrenica genocide ever took place, while some ordinary citizens are following their cues and narratives. 

I have long hoped for humanity and common sense to prevail, but, regretfully, we are witnessing an escalation of glorification of war criminals, the challenging of the final and binding judgments reached by the Criminal Court established by the United Nations. Apart from the fact that such behaviour constitutes a mockery of the rule of law, I am deeply convinced that it is also sowing the seeds for potential new conflicts. Therefore, I believe that it is now necessary to regulate this matter with legal solutions- said Inzko.The High Representative has felt the need to emphasize that his interventions in the criminal legislation have nothing to do with collective guilt, but instead they deal with individual responsibility, explaining that he would like to reject in advance any potential manipulations which might claim that these legislative amendments are directed against one of the three peoples. Bosniacs, Croats and Serbs are good people.

-There are no bad nations. These are legislative amendments aimed at relaxing and relieving all peoples and citizens of B&amp;H. Individuals convicted of such serious crimes should not be praised, should not have public spaces dedicated in their names or murals painted in their honour, regardless of for whom or against whom they fought. Recognizing the guilt of individuals allows people to unburden themselves from the weight of the past, and move on towards a more promising future. Young people born after the war have been robbed of a better future on a daily basis at the expense of the bloody past. Everyone becomes a victim of the verbal warfare over the interpretation of the past war, and this has to stop now! It is important to understand that without truth there is no justice, and without justice there is no much needed reconciliation.-
Finally, the High Representative explains why, at the end of his term, he has reached for the Bonn powers to amend the B&amp;H criminal legislation.
-My conscience dictates that I have no right to end my term while the convicted war criminals are being glorified. I have no right to leave such a situation to the tormented citizens of this beautiful country and to my successor. I have no right to ignore the verdicts of the Hague Tribunal, which was established by the UN Security Council, and I am responsible for the civilian implementation of the peace process.-

Namely, since the final verdict against the architect of evil, Radovan Karadzic, I have been working intensively on the project of dealing with the war past, in order to reach the point where forgiveness would be sought and given through the process of facing the truth. All the way to the point where the entire society would be healed! According to my project, Srebrenica, which is already globally known for genocide, should be globally known for forgiveness too. I found the inspiration for this idea in mother Hatidža Mehmedović, who lost all close members of her family in the Srebrenica genocide, both sons, husband, and 34 other family members, but she was ready to extend, and extended, her hand of forgiveness. 

-Regretfully, when, earlier this year, I requested the Republic of Srpska National Assembly to withdraw the decorations awarded to three convicted war criminals, the RSNA delegates refused to do so by a majority vote, while confirming the correctness of the decision they made earlier. Almost all chances that I offered to the domestic authorities to distance themselves from war criminals were ultimately rejected. Therefore, as a moral obligation towards the citizens who suffered the horrors of the war, as well as a debt to the young people in this country who were born after the war, I have decided to use the Bonn powers and intervene in the criminal law, to the effect that no glorification of war criminals and no revision of historical facts will in future be possible with impunity. And this country is indeed entitled to enjoy the universal values of civilization - Inzko colcluded.

B&amp;H Presidency Member and SNSD leader Milorad Dodik held an extraordinary press conference in Banja Luka after the High Representative in B&amp;H passed a law on genocide denial.
- RS rejects this. There was no genocide in Srebrenica, international factors say that. Attempts are being made to impose genocide on the Serbian people. B&amp;H cannot function after this. We will convene a session of the Assembly next week and make the decision we need to make.
He pointed out that Inzko's decision will be followed by a new political crisis in B&amp;H.
- There is no dialogue in B&amp;H, in B&amp;H it should be imposed by force that Serbs should lose their autonomy, their state ... As a man who leads the Serbian people, we must not allow that. The genocide did not happen. He has no consensus on this decision by the Security Council. His resignation was accepted and he cannot make such decisions - said Dodik.
The law on genocide denial is, as he said, "a chance for Serbs in B&amp;H".
- This is the key moment that we will survive as a nation or we will disappear from this area in a short time. The people who committed genocide are now telling us a story. Our efforts are towards defending ourselves. I will repeat once again that there was no genocide in B&amp;H. This will encourage more evil in B&amp;H. This decision does not allow to go further. He makes the decision and promulgates the law. This cannot be seen anywhere in the world. Let him be ashamed - said Dodik.
He reiterated earlier views that RS recognizes the great crime in Srebrenica.
- People who died in 1990 are buried there. Inzko is not welcome among Serbs and he knows that well - he said.
Finally, he called on the RS opposition to unite and reject the High Representative's decisions.

The trial in the case against Ljubo and Bekrija Seferović in the case of the death of Dženan Memić ended today before the Council of the Supreme Court of the Federation of B&amp;H.
The Cantonal Court in Sarajevo issued two acquittals because it believes that there is not enough evidence to indicate that a traffic accident occurred in Great Alley on the night of February 8th, 2016, and that the injuries on Memić do not correspond to those from the traffic accident or when a vehicle hits a pedestrian. 
At today's hearing, medical experts Dr. Hamza Žujo and Dr. Željko Karan were questioned. They testified about Dzenan Memić's injuries and manner of death. The prosecution and the defense presented their closing arguments.
Lawyer Ifet Feraget, who represents the Memić family, said in a statement for "Avaz" that the Prosecution did not offer any evidence that a traffic accident had occurred.
The only possible decision, Feraget believes, is acquittal for Seferović's.
On the contrary, prosecutor Vlado Mišković requested that the accused be punished according to the law. He added that the Prosecution had proven the criminal offenses charged against Seferović's.
The verdict will be handed down on Monday, July 27th.

The top international official in Bosnia on Friday banned denial of genocide in the Balkan country to counter attempts by Bosnia’s Serbs to deny the scope of the 1995 massacre in Srebrenica, Europe’s only post-World War II genocide.

The killings of more than 8,000 Bosniaks by Bosnian Serb forces in Srebrenica was declared a genocide by the International Court of Justice and the International Criminal Court for Former Yugoslavia. But Bosnian Serbs officials and neighboring Serbia have refused to accept this.
Valentin Inzko, the outgoing head of Bosnia’s Office of the High Representative, or OHR, on Friday imposed changes to the country’s criminal law, introducing prison sentences of up to five years for genocide deniers, and for any glorification of war criminals, including naming of streets or public institutions after them.
As the top international body overseeing implementation of the peace agreement that ended Bosnia’s 1992-95 war, the OHR has the authority to impose decisions or dismiss officials who undermine the post-war ethnic balance and reconciliation efforts between the Bosniaks, who are mostly Muslim, Bosnia’s Serbs and Croats.&nbsp;Hailed by Bosniak politicians and the relatives of the victims, Inzko’s decision was swiftly rejected by Bosnian Serb leader Milorad Dodik, who is a member of Bosnia multi-ethnic presidency and the top politician in the Serb entity called Republic of Srpska. Dodik threatened to launch a process of “dissolution” of Bosnia.
-Republic of Srpska rejects this, genocide did not happen, Serbs must never accept this- he said.
Dodik has repeatedly criticized the OHR and the West as biased against Serbs in Bosnia. A resolution put forward by Serb allies Russia and China that would have immediately stripped the powers of the OHR in Bosnia was rejected in the U.N. Security Council on Thursday.
The genocide in Srebrenica happened after Bosnian Serbs took control over the eastern enclave in July 1995. They executed Bosniak men and boys and dumped their remains into mass graves which were later dug out and reburied to cover the crime. The victims’ remains are still being unearthed and identified.
Both Bosnian Serbs and Serbia, which backed the Bosnian Serbs during the war, have called the massacre a crime, refusing to acknowledge it was genocide.
Bosnian Serbs also have honored their wartime leader Radovan Karadžić and military commander Ratko Mladić as heroes, although both have been convicted of genocide and sentenced to life imprisonment by Hague-based tribunal. Murals featuring Mladić and Karadžić can be seen in many towns in Republic of Srpska, which is the name for the Serb entity in Bosnia.&nbsp;The U.S. Embassy in Bosnia said Friday that “genocide denial and war criminal glorification are unacceptable and undermine the mutual trust,” noting that Inzko’s move presents “a starting point for more concrete debate and steps by local actors when it comes to practical implementation.”

Inzko, an Austrian diplomat, is leaving his post on Aug. 1 following his resignation in May after 12 years in office. He will be succeeded by Christian Schmidt of Germany.

New cases have been registered in Herzegovina-Neretva, West Herzegovina, Central Bosnia, Tuzla, Zenica-Doboj, Sarajevo Canton and Canton 10.
A total of 740,689 samples have been tested so far, and SARS-CoV-2 has been confirmed in 134,314 individuals.
