The Covax programme for Covid-19 vaccines published its first distribution list Wednesday, planning enough doses for dozens of countries to immunise more than three percent of their populations by mid-year.

The list comes with concerns over whether lower-income countries will be left out of the immunisation race dominated by rich nations, a problem Covax was set up to resolve.
It broke down for the first time how the programme's initial 337.2 million doses will be distributed, with first deliveries expected in late February.
Some 145 countries are set to receive enough doses to immunise 3.3 percent of their population by mid-2021.
A statement said the initial distribution was in line with a target "to protect the most vulnerable groups such as health care workers" in the first half of the year.
Countries will receive doses in proportion to population size, with the most going to India (97.2 million), Pakistan (17.2 million), Nigeria (16 million), Indonesia (13.7 million), Bangladesh (12.8 million) and Brazil (10.6 million).
-This is fantastic. We can start vaccinating. It is coming in the next weeks- Ann Lindstrand, coordinator for a World Health Organisation immunisation programme, told a press conference.
Covax is co-led by the WHO, the Gavi vaccine alliance, and the Coalition for Epidemic Preparedness Innovations (CEPI).
Funding is covered through donations for the 92 lower- and lower-middle income economies involved, while for richer countries, buying in operates as a back-up insurance policy for their own vaccination programmes.
The distribution list includes 240 million doses of the AstraZeneca-Oxford vaccine, licensed to the Serum Institute of India (SII); 96 million doses of AstraZeneca-Oxford vaccine; and 1.2 million doses of the Pfizer-BioNTech vaccine.
The Pfizer-BioNTech vaccine is the only one so far to have received emergency use approval from the WHO. Evaluation is under way for the AstraZeneca-Oxford vaccine.
Both require two injected doses.
Wealthy self-financing countries were on the list in addition to lower-income nations, including South Korea (2.6 million doses), Canada (1.9 million) and New Zealand (250,000).
The list is non-binding and may change, the statement stressed, but would allow countries to plan for how many doses they will receive in the first rounds.
Longer term, Covax aims to secure enough vaccines for at least the most vulnerable 20 percent in participating countries by the end of 2021.

Wizz Air announced today the opening of its second base in Bosnia and Herzegovina in Sarajevo.

It has also been announced that an Airbus A320 aircraft will be based at the Sarajevo International Airport in May 2021.
In addition to establishing a new base, Wizz Air has announced the launch of nine new routes from Sarajevo to cities in seven countries from May 2021. Airbus A320 will operate flights on nine new routes - Brussels Charleroi, Copenhagen, Dortmund, Eindhoven, Gothenburg, London Luton, Memmingen, Basel-Mulhouse-Freiburg (Euroairport) and Paris Beauvais with more than 250,000 seats on flights from Sarajevo in 2021.

Director of the Border Police of Bosnia and Herzegovina Zoran Galić met today with the Prime Minister of the Una-Sana Canton Mustafa Ružnić and the Mayor of Bihać Šuhret Fazlić and confirmed the current inability of this agency to adequately protect the state border.

-We are still working according to the ordinance from 2000, which prescribes one man within an area of 16 kilometers and one patrol within an area of 32 kilometers in the control of the green border. We have been silent for four or five years and trying to cover up our shame. How can I convince our public or anyone else that we can guard the border with one patrol at 32 kilometers ?! It would be absurd to defend such a thesis from an expert point of view- Galić stated.
It was pointed out that all the necessary preconditions for the reform of the B&amp;H Border Police have been met, but that the competent state institutions have not implemented it for more than five years.
“First of all, we want to jointly appeal to the competent state institutions. It is February and we know that a new influx of migrants and refugees awaits us. It is necessary to deal with the security aspect because suffice it to say that the USC MoI currently lacks 120 police officers and the BiH Border Police up to 1,200 people. Material and technical equipment is also far from a satisfactory level,” said Cantonal Prime Minister Ružnić.
At today's meeting in Bihać, certain joint activities were agreed, i.e. operational possibilities of the USC Police and the Border Police, when it comes to controlling the movement of migrants and refugees.

Galić: It is impossible to protect border with one patrol within 32 kilometers

The judge for the preliminary procedure of the Court of B&amp;H, Tatjana Kosović, heard the prosecutor Ćazim Hasanspahić who explained the proposal for ordering custody for Hasan Dupovac and Zijad Mutap.
They are charged with the criminal offenses of organized crime, illegal mediation and aiding the perpetrator after committing criminal offense. 
Dupovac told the judge that he was a senior police inspector and that he is in the middle class. Mutap stated that he has a high school diploma and that he supports himself by receiving money from people who live abroad.

Prosecution witnesses S. D. and A. H. testified and the suspects addressed them with the words, "Nothing will happen to you as far as the police is concerned, just don't commit a murder and purchase a Renault car."
- They were buying evidence. They promised money from private sources to buy the vehicle. That Renault was not used in the proceedings. At the hearing, Mutap did not deny that he inquired about that vehicle because it was for sale. Searches were carried out and phones, CDs, USB sticks were found ... A notebook with notes "Muriz Memić interviews" and "Muriz internally" were found at Mutap's house - says Hasanspahić.

The prosecutor emphasized that an investigation was being conducted against 45 people, and that one witness yesterday asked for protection.
- Witnesses are seeking protection. The investigation will be disrupted. To this day, we do not know how young Dženan was killed - explains Hasanspahić.
The prosecution also claims that a network of people is involved in this case.
- Officials from cantons all the way to the state level are involved in this. The investigation is complex and there are conditions to order custody - says Hasanspahić.
The prosecutor also announced the expansion of the investigation to three more people, which will take place in the next 30 days.
Ermin Gačanović, Dupovac's lawyer, expressed concerns, because he believes that the prosecution is abusing institutions.
- Out of 83 pieces of evidence from the proposal, the defense received only 21. The right to defense was violated here. My client has already been a suspect once and that investigation is over - says Gačanović.
He considers his client an honorable police officer who did his job according to the regulations and about whom he says: "If everything happened from the start again, my client would act identically." Lawyer Gačanović also emphasized that he believes that the investigation is politically motivated, but he did not want to explain why.
Mutap's lawyer, Nina Kisić, also objected ordering detention, stating that her client had previously offered the exempted notebook to the prosecution in order to assist in the investigation.

World Health Organization inspectors on Wednesday visited a laboratory in China's Wuhan city at the heart of a controversial theory that it could have been the source of the coronavirus.

The inspection of the Wuhan virology institute, which conducts research on the world's most dangerous diseases, will be one of the most-watched stops on the team's probe into the origins of the Covid-19 pandemic.
The sensitive mission, which China had delayed throughout the first year of the international health crisis, has a remit to explore how the virus jumped from animal to human.
But questions remain over what the experts can hope to find after so much time has passed.
The convoy of cars drove past security to enter a virology institute shrouded in mist Wednesday morning. 
WHO team member Peter Daszak told reporters that the team was "looking forward to a very productive day and to asking all the questions that we know need to be asked".
He later tweeted that it had been an "extremely important meeting today with staff" and a "frank, open discussion."
Most scientists think Covid-19 -- which first emerged in Wuhan and has gone on to kill more than two million people worldwide -- originated in bats and could have been transmitted to people via another mammal.
But there are no definitive answers so far.
The WHO experts stayed inside the institute for nearly four hours, before driving away without stopping to talk to media waiting outside.
Police in black uniforms and face masks lined the road to separate the crowds of reporters from the cars.
According to the state-run Global Times, the team also visited the P4 lab -- Asia's first maximum-security lab equipped to handle Class 4 pathogens (P4) such as Ebola.
There was speculation early in the pandemic that the virus could have accidentally leaked from the biosafety lab in Wuhan, although there was no evidence to back up that theory.

Then-US president Donald Trump and his supporters seized on those rumours and amplified them with conspiracy theories that China deliberately leaked the virus.

The US-secretary of state Mike Pompeo insisted last year that there was "significant evidence" that the virus came from the lab, while releasing no proof and acknowledging that there was no certainty. 
China has faced criticism at home and abroad for playing down the initial outbreak and concealing information when it first emerged in Wuhan in December 2019.
Beijing is now determined to put the focus on its recovery from the outbreak, and the WHO team toured a propaganda exhibition celebrating China's recovery from the pandemic in Wuhan on Saturday.
On Sunday the team went to the market where one of the first reported clusters of infections emerged over a year ago, which Daszak tweeted was a "critical" stop.
Other stops include the hospital which treated some of the first coronavirus cases.
Daszak said in his tweet that the team met Wednesday with Shi Zhengli, one of China's leading experts on bat coronaviruses and deputy director of the Wuhan lab.
Shi raised some eyebrows in a June 2020 interview with Scientific American magazine in which she said she was initially anxious over whether the virus had leaked from the facility.
But subsequent checks revealed that none of the gene sequences matched the viruses held by the lab, Shi said, adding: "I had not slept a wink for days."
She later said she would "bet her life that (the new coronavirus) had nothing to do with the lab", according to Chinese state media.

Italy’s data protection authority said on Wednesday TikTok had agreed to block all accounts in the country from Feb. 9 in order to make sure only users older than 13 had access to the service app.

The Steering Board of the Press and Online Media Council in Bosnia and Herzegovina strongly condemns the pressure on freedom of media coverage through the decision of Sarajevo Municipal Court Judge Pavle Crnogorac to impose a temporary measure of banning „Dnevni avaz“, a full member of the Council, from writing about the private life of the President of Court of B&amp;H Ranko Debevec.
Respecting the judicial system and the laws of B&amp;H, the Council draws attention to the importance of free journalistic reporting, freedom of the media and freedom of expression guaranteed by international acts on the protection of human rights and fundamental freedoms. We note that the introduction of prohibition measures discourages the media from writing critically about the work of public figures and institutions, and that such decisions lead us to the introduction of censorship, which is not allowed and inadmissible in democratic societies.

In determining the measure of the judge Crnogorac, it is stated that "Avaz - roto press" is prohibited from publishing information about the private life of judge Ranko Debevec. In this regard, the Council recalls the provisions of the Declaration on freedom of political debate in the media of the Committee of Ministers in the Council of Europe: 
Article I - Freedom of expression and information in the media: „Pluralistic democracy and freedom of political debate require that the public is informed about issues of public importance, which includes the right of the media to transmit negative information and critical opinions about political figures and public officials, as well as the right of the public to know them.“
Article VII - Privacy of political figures and public officials: „The private and family life of political figures and public officials should be protected from media coverage under Article of this Convention. However, information about their private life may be disclosed when it is of direct public importance and it is reffering to the way in which they have performed or are performing their functions, seeking to avoid unnecessary harm to third parties. "When political or public figures draw the public's attention to the parts of their private lives, the media have the right to subject those segments to monitoring."
We also recall the opinion of the European Court, according to which previous restrictions, ie temporary measures prohibiting the publication of information, are only allowed in rare cases, when there is an urgent social need for such restrictions, such as preventing riots or crimes or protecting national security. The European Court is of the opinion that due to the potential danger to freedom of expression, and in these cases "extreme caution should be exercised".
This type of repression is absolutely contrary to the values of modern democratic societies and represents a violation of the right to freedom of expression and freedom to inform - it is written in the end of the statement of the Board of the Press and Online Media in B&amp;H.

Prime Minister of the Sarajevo Canton Edin Forto talked today with the Director of the United States Agency for International Development (USAID) Nancy Eslick about strategic projects in the Canton, including those in the field of energy efficiency, education, environmental protection, e-government, which they plan to realize together, said the SC press service.

Prime Minister Forto also emphasized that the SC Government is investing maximum efforts to procure coronavirus vaccines for the citizens of the canton.
The government, together with the Ministry of Health, has already made and developed an immunization plan against Covid-19 pandemic, which defines the target groups of the population, vaccination strategies, and communication with the public to accept the vaccination.
Eslick informed the Prime Minister that USAID was ready to procure IT equipment, laptops for primary and secondary schools, and it was agreed that a meeting with the Minister of Education Naida Hota-Muminović would be organized next week.
They also talked about the projects of the SC Government in the field of energy efficiency, limiting the use of coal, in order to reduce air pollution. Studies have shown that the biggest polluters are vehicles and individual fireplaces, and heating boilers.

More than 100 million Covid-19 vaccines have been given around the world, an AFP tally from official sources found Tuesday.

But none of the world's 29 poorest countries has formally started mass vaccination drives, while the richest nations have given more than two-thirds of jabs administered.
Israel leads the race by far, with 37 percent of its population having received at least one dose, while more than a fifth have already got their second.
Yet more than a third of humanity (35 percent) live in countries where vaccination has yet to begin.
After Israel, the countries that have given the most doses are in North America, Europe and the Persian Gulf.

The UK heads this group in per capita terms with shots given to 13.7 percent of its people, ahead of the US (32.2 million shots to 7.9 percent).

The European Union has been clashing bitterly with AstraZeneca over access to supplies of its vaccine, with only 12.7 million shots given to 2.3 percent of its people.
China by contrast has given 24 million shots, while India -- where many of the vaccines are made -- has given only four million to a tiny percentage of its vast population. 
The EU's best performing countries are tiny Malta (5.4 percent), Denmark (3.2 percent) and Poland (3.1 percent). 
The UK's nearest competitor in Europe is Serbia, which is also outside the bloc.
It has given the Chinese Sinopharm and Russia's Sputnik V jabs to 6.2 percent of its population.

With the World Health Organization lamenting that "rich countries are rolling out vaccines while least-developed countries watch and wait," 101,317,005 jabs had been given in 77 mostly wealthy countries and territories, AFP's count found.

Some rich countries, however, have yet to start vaccinating, including Japan, South Korea and Australia, which have managed to contain the pandemic with strict border controls and quarantines.
The first deliveries of the WHO's Covax scheme to share shots more fairly are due begin this month. So far only Guinea has benefited, with only a few dozen given in a pilot trial.

There are currently seven vaccines circulating around the world, all designed to be given in two doses.

The vaccines developed by Pfizer-BioNTech (US-German) and Moderna (US) are dominant in North America, Europe, Israel and the Gulf.
Britain's AstraZeneca-Oxford is used in much of the UK and India, Myanmar, Sri Lanka and Morocco, and is soon to be rolled out in Europe. 
India also uses a homegrown vaccine produced by Bharat Biotech.
Russia's Sputnik V vaccine has been rolled out in Russia, Argentina, Algeria, Belarus and Serbia.
China's Sinopharm jabs are being administered in China, the United Arab Emirates, Bahrain, Serbia the Seychelles and Jordan, while Indonesia and Turkey are using China's Sinovac vaccine.
China's Sinovac and Sinopharm vaccines and Russia's Sputnik V jab have yet to be fully approved by either Beijing or Moscow's health authorities.

Pfizer Inc said on Tuesday it expected to generate $15 billion, or about a quarter of its total revenue this year, from the sale of its COVID-19 vaccine that it has developed with German partner BioNTech.The drugmaker is striving to deliver two billion doses of the vaccine in 2021 at a breakneck pace as countries rush to sign supply deals in an effort to control a pandemic that has killed over 2 million people globally.
Pfizer has supplied 65 million doses globally and 29 million doses to the United States as of Jan. 31. It said it expects to supply 200 million doses to the U.S. government by the end of May.
To achieve the goal, it will have to deliver an average of around 10 million doses per week, which is more than double the rate Pfizer and BioNTech delivered doses to the United States through the end of January, according to a Reuters calculation.
Its supply, however, has faced delays in parts of Europe due to changes in manufacturing processes in order to boost production. BioNTech said on Monday the companies were back on track to meet their European timeline.
The vaccine was among the first to be authorized for emergency use in the United States and several other countries.
Pfizer forecast 2021 sales of between $59.4 billion and $61.4 billion, with the vaccine sales projected to contribute nearly 25% of the sales.
In contrast, 2020 sales from its best-selling pneumonia vaccine Prevnar 13 represented nearly 14% of Pfizer’s sales of $41.91 billion.
The company now expects full-year adjusted earnings of $3.10 to $3.20 per share, up from its prior forecast of $3 to $3.10 per share.
Excluding items, Pfizer earned 42 cents per share, but missed market expectation of 48 cents per share, according to IBES data from Refinitiv.

Scotland will toughen its coronavirus controls on international travellers but it also hopes to start relaxing its lockdown restrictions in early March, the head of the country’s devolved government, Nicola Sturgeon, said on Tuesday.

Everyone arriving directly in Scotland from overseas will be required to quarantine, regardless of where they have come from, Sturgeon said.
-I can confirm today that we intend to introduce a managed quarantine requirement for anyone who arrives directly into Scotland, regardless of which country they have come from- she told the Scottish parliament.
Scotland will ask Britain’s government to adopt a similar approach to minimise the risk of people with COVID-19 entering Scotland over the border with England and other parts of the United Kingdom.
Sturgeon also said she hoped there would be a gradual, phased return of children to schools in Scotland from Feb. 22 and a possible gradual lifting of lockdown requirements from early March.
-If our progress continues, then I am cautiously - and I stress cautiously - optimistic that as more and more people get vaccinated and with the protection of some of the additional measures ... we may be able to begin looking towards a careful and gradual easing around the start of March- she said.

HDZ B&amp;H President Dragan Čović said yesterday that the new mayor of Mostar should be from the party that won the most votes. Today, SDA leader Bakir Izetbegović reacted to those statements.
As he stated in a Facebook post, there is no agreement between Dragan Čović and him regarding the election of the mayor of Mostar.
- Everything important for Mostar, including the election of leaders, will be agreed upon by the people of Mostar. As many times before, Dragan Čović is trying to present his wishes as an agreement. Once again, very clearly - there was no agreement, nor is there one. I have repeated several times, and I remain with that position, that it is time for the mayor of Mostar to be a Bosniak, and that should be Dr. Zlatko Guzin, who won the most individual votes in the elections - Izetbegović wrote on Facebook.
