The expert body for the coordination and control of the implementation of the Intervening Measures Plan for Excessive Air Pollution in the Sarajevo Canton declared a state of preparedness in Sarajevo Canton due to increased air pollutant concentrations. 

The results of air quality monitoring by automated stations in the Sarajevo Canton have shown, during the previous day, the limit value for the concentrations of solid particles in the air was exceeded - PM10 of 50µg / m3, as well as exceeding the limit values for the sulfur dioxide of 125 µg / m3 in the area of Ilidža and Otoka.
By analyzing the state of air quality and meteorological conditions, the Expert Body concluded that the cause of high values of SO2 in the air in the Sarajevo Canton is pollution from the Kakanj Thermal Power Plant.
Other monitored pollutants did not record exceeding the daily limit values, the Press Service of the Sarajevo canton announced.

State of preparedness mode declared in all zones in the Sarajevo Canton

Repeat elections in Srebrenica and Doboj will be held on Sunday, February 21, while early elections in Travnik and Ustikolina will be held in April, it was concluded at today's session of the Central Election Commission (CEC) of Bosnia and Herzegovina.

The CEC B&amp;H previously found in both Srebrenica and Doboj constituencies a large number of violations of the rules of the election process and the inability to exercise the right to vote of certain participants in the election process.
Elections in these two constituencies will be held again on the basis of the same candidate lists and the same Central Voters' Register that was used in the annulled elections.
When it comes to the elections in Travnik, it will be an early election due to the situation where the candidate for mayor of that municipality died during the election day, and for the municipality of Ustikolina-Foča where the elected candidate also died later on.
Since the candidates passed away, political entities will be able to submit new candidates and the process of registration and certification of political entities will be open as if they were new elections, but the mandate of the one elected will last until the expiration of the current mandate.
This means that the mandate of the mayor who will be elected in the early elections will run in parallel with all other mayors who were elected on November 15, 2020.

In the past 24 hours, 1,954 samples were registered with the Public Health Institute of the Federation of B&amp;H, of which 151 were positive for SARS-CoV-2.

B&H registers 262 new cases of coronavirus in last 24 hours, 13 persons died

Judge of the Municipal Court in Sarajevo Pavle Crnogorac issued yesterday (at the request of Ranko Debevec, President of the Court of Bosnia and Herzegovina) a decision (65 0 P 887562 21 Mo of 1 February 2021), prohibiting “Avaz-roto press” from publishing information from his private life.

This decision, apart from being a blow to the most widely read media in Bosnia and Herzegovina and the introduction of the darkest form of censorship in journalists' reporting on public figures and public officials, was imposed contrary to the provisions of the FB&amp;H Law on Civil Procedure and the FB&amp;H Law on Protection from Defamation, which the judge completely ignored.
The right to freedom of expression is guaranteed by the Constitution of Bosnia and Herzegovina, the Constitution of FB&amp;H, as well as the European Convention for the Protection of Human Rights and Fundamental Freedoms, and represents one of the essential foundations of a democratic society, especially in matters of political and public interest.
Ranko Debevec is a judge of the Court of B&amp;H and the President of the Court of B&amp;H, he holds the most important position in the judiciary in the country and as such cannot and must not be untouchable and exempt from criticism from journalists.
The editorial board of “Dnevni Avaz” believe that Debevec must not be exempted from legal and moral responsibility for his actions and therefore cannot be distinguished from holders of office in the legislative or executive branch.
He, as the President of the Court of B&amp;H, must not be favored by any judge in making decisions on his private lawsuits, because this directly undermines the trust of citizens in the judiciary.
The decision of the municipal judge Crnogorac does not contain any explanation for what urgent reasons it was enacted. 
Article 10, paragraph 3 of the FB&amp;H Law on Protection against Defamation, which the judge does not mention at all, stipulates that a temporary court measure prohibiting the disclosure or further disclosure of false facts may be ordered only if the damaged side can make it probable that that expression caused damage to his reputation and that the damaged side will suffer irreparable damage as a result of the transmission of that expression.
The judge does not explain in a single word how Ranko Debevec, with the greatest certainty, proved that untruths were published about him and that he suffers damage.
And how the Court within two days (the lawsuit dates from January 28th, 2021. - Thursday, the decision from February 1st, 2021. - Monday) found that "Dnevni avaz" published untruths, taking into consideration the fact that no one from "Avaz" was questioned. 
Without allowing Dnevni Avaz's journalists and lawyers to comment on Ranko Debevec's allegations, judge Pavle Crnogorac himself decided in an expressly short period of time that „Dnevni Avaz“ had published untruths and that Debevec had proved this with the greatest certainty only by filing a lawsuit which contains the published texts.

In the style of totalitarian regimes and according to the principle "Qadi sues you, Qadi judges you", this judge ruled the journalists of "Dnevni Avaz", introducing into court practice the darkest method of silencing and disciplining the public word. Due to this, "Avaz-roto press" will send a complaint against judge Pavle Crnogorac to the Office of the Disciplinary Prosecutor of the HJPC.

<h2>You will not silence us, we will continue to write about corruption</h2>

Journalists of "Dnevni avaz", as legalists, will respect the decision of the Court, although we did not write about the "love and private life" of the President of the Court of B&amp;H Ranko Debevac, but about the abuse of office of the President of the Court for private purposes.
This, of course, does not mean that we will not continue to write about all the topics we have written about in our texts, and they concern possible acts of corruption and abuse of office of the President of the Court of B&amp;H.
We remind you that Debevec is obliged to explain to the public and the competent state bodies why he has a dual identity, ie one name - Ranko Debevec, which he uses in B&amp;H, and another name - Ranko Debevec Kaveson, which he uses in Spain.
Also, the President of the Court of B&amp;H should explain the possession of dual citizenship, B&amp;H and Spain, and why when applying for the position of judge and later the President of the Court of B&amp;H did not report that he has dual citizenship.
Debevec, and we also wrote about that, did not report in his property card that he owned real estate in Spain and Croatia, and he was obliged by law to do so.

We remind the judge Crnogorac that, precisely because of the writing of "Avaz" and other media, three disciplinary cases were formed against Ranko Debevec, and in one of them a disciplinary investigation was initiated by the Office of the Disciplinary Prosecutor.
It is strange that judge Pavle Crnogorac is trying to stop the media writing about high and systemic corruption in B&amp;H, and according to official international data, our country is in the, infamous, second place in the world in terms of the level of corruption.
In addition, according to the logic of the judge Crnogorac, if it were to be introduced as a regular case law, all writings about corruption of politicians, directors and even individual judges would be stopped, and this would abolish the right of the media to inform the public about their private illegalities that they commit while performing high state duties.
We remind you that last week the Office for the Fight against Corruption of the Sarajevo Canton, in which the American prosecutor Eric Larson acts as an advisor, filed criminal charges against three mayors because they did not report real estate in their property cards, which, if we compare them, are much less valuable than the unreported real estate of Ranko Debevec. He also stated that the two acquittals of the Cantonal Court were more than enough reason "to ask ourselves whether every prosecutor has the right to file false indictments."
- Everyone who worked illegally must be prosecuted. That does not mean that they will be punished, we are just looking for responsibility. This request is symbolic and we will see what will happen - Feraget emphasized.
He also touched on the status of Dalida Burzić, the former chief prosecutor in this investigation.
- In relation to Dalida Burzić, there is no order to conduct an investigation. There are more prosecutors and they all had to be prosecuted. We demand responsibility, by filing a false indictment you have not saved the time that protects you from persecution. It turned out that in this case, the rule of law does not exist - claims Feraget.
He stated that the Prosecutor's Office of B&amp;H should be allowed to do its job.

Hasan Dupovac, former chief of Traffic Investigations of the Sarajevo Canton Ministry of the Interior, and Zijo Mutap, father of Alisa Mutap, Dženan Memić's ex-girlfriend, who were handed over to the Prosecutor's Office of B&amp;H this morning, were questioned in this judicial institution.

The interrogation of the arrested persons for obstructing the investigation in the "Dženan Memić" case has been completed in the premises of the State Investigation and Protection Agency (SIPA), "Dnevni avaz" has learned.

We remind you that SIPA members arrested Hasan Dupovac, former chief of Traffic Investigations Department of the Sarajevo Canton Ministry of the Interior, and Zijo Mutap, father of Alisa Mutap, Dženan's ex-girlfriend, who was with him on the night when he suffered fatal injuries in the Great Alley in Ilidža.
Dupovac was the head of the Traffic Investigation Department at the time when Dženan Memić was killed, but also the person who took the statement from Alisa Mutap, in the presence of her parents.

On this day 133 years ago, the National Museum of Bosnia and Herzegovina, the oldest cultural and scientific institution in B&amp;H, was founded.

According to the Director of that institution, Mirsad Sijarić, that anniversary is important for all those who are interested in some kind of development and continuity. Not only in culture but also in the social life of Bosnia and Herzegovina.
-What limits us, apart from the conditions in which we have been working and living lately, is the fact that we have not managed to resolve the status of this institution as well as the other six institutions. The author of the exhibition, Ermana Lagumdžija, pointed out that in this exhibition the emphasis is placed on autochthonous species of orchids, i.e. those wild orchids that grow in B&amp;H.
Lagumdžija states that the exhibition shows only 20 autochthonous domestic species of orchids, and species that are with a high degree of endangerment are shown, not only in B&amp;H but also on the international red list.
According to Lagumdžija, orchids are also protected by the Washington Convention, i.e. the Convention on International Trade in Endangered Species of Wild Fauna and Flora.
During the day, the exhibition "Break" will be opened at the Department of Ethnology. The authors of the exhibition are Samir Avdić, Lebiba Džeko, Nirha Efendić, Ernis Šljivo, Lejla Bečar and Amar Zahiragić.
"Time-out" is an exhibition dedicated to the tradition of drinking coffee and enjoying tobacco in the culture and tradition of Bosnia and Herzegovina. The ritual of drinking coffee, as written in the program, ordered that all work and hurry be postponed for a moment, giving coffee and tobacco the meaning of a break and amusement.
Having gone through the historical, cultural, but also the economic path of coffee and tobacco, ethnologists have tried to explain their significance and influence on the culture of the local people. Also, an important part of the exhibition is dedicated to cigarettes during the war - as a phenomenon of break and exhalation, but also the role of cigarettes in the war, as means of payment, emphasizing their psychological effect on the average person - an apparent escape from the cruel everyday life.

But the Surrey Local Resilience Forum said there was no evidence the regulated vaccine would not protect against it. The Oxford-AstraZeneca and Pfizer-BioNTech vaccines are being rolled out across Britain.

The Committee on Finance and Budget of the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina today accepted the initiatives of MPs Damir Arnaut, Predrag Kojović, Aida Baručija and Mirjana Marinković-Lepić, asking the B&amp;H Council of Ministers to allocate at least 300,000 KM to help victims of earthquakes in the Republic of Croatia.

The initiative of the mentioned deputies, which asks the Council of Ministers to allocate at least two million KM for the construction of a new facility of the Health Center in Bihać, was also approved. At the session, Arnaut, on behalf of all the submitters of the initiative, explained that the current facility of that health institution, after the devastating earthquake in neighboring Croatia, cannot adequately respond to the needs of providing primary health care to residents of Bihać and the wider area.
The next conclusion of the Committee, after the presented audit report on "Digitalization of TV signals in B&amp;H", is that the House of Representatives of the Parliamentary Assembly, with its conclusion, asks the Ministry of Transport and Communications of B&amp;H to report within three months on planned and undertaken activities of the audit report and informs the Audit Office of the Institutions of B&amp;H about it.
The audit report on this topic stated that the process of digitalization of TV signals has not yet been completed, although Bosnia and Herzegovina has committed itself to this process. The first activities started in 2006, but the B&amp;H institutions did not take all the necessary steps to complete this process.

Police officers of the State Investigation and Protection Agency (SIPA) arrested two people in the Sarajevo Canton today due to suspicion that they committed organized crime, in connection with the crimes of illegal mediation and assistance to the perpetrator after the crime, it was announced from SIPA.
- Acting on the orders of the Court of B&amp;H, SIPA police officers conducted searches at two locations and on that occasion discovered and temporarily confiscated items that will serve as evidence in further criminal proceedings. The suspects were taken to the SIPA premises and criminal proceedings are underway against them - it is written in the announcement.
We remind you that members of SIPA conducted searches at two locations in SC this morning due to obstruction of the investigation in the "Dženan Memić case". Zijo Mutap, the father of Alisa Mutap, who was with Dženan Memić on February 8th, 2016., when he was seriously injured, and Hasan Dupovac, the former head of the SC Ministry of the Interior for traffic investigations, were arrested.
